Experts found that preferential mortgages for IT specialists are not yet in great demand

According to a study by specialized media, preferential mortgages for IT specialists are not yet in great demand. Two months after its launch, 11 thousand IT employees applied for support, and only 8.5 thousand of them were able to complete all the documents and receive the necessary loan for a new apartment.

The statistics of issued mortgage loans for IT-specialists showed that they are mainly in demand in million-plus cities (Novosibirsk, Yekaterinburg, Krasnodar, Kazan), Moscow and the region, St. Petersburg, but in the regions of the country they are issued much less, up to several loans per region.

According to the Ministry of Digital Development, at least 50,000 IT specialists will be able to participate in the preferential mortgage program this year, that is, 7,000 loans per month. In 51 banks, only 16 banks worked with IT employees on mortgages during the week, which accepted 674 applications, approved 486, and issued only 241 loans.

Market experts explained that in terms of the total volume of mortgage issuance, this is very small. In their opinion, the problem is that the majority of IT professionals cannot file documents correctly, do not pass the salary or do not have the opportunity to participate in the program, as they are freelancers or self-employed who are not on the staff of IT companies. For example, in the Siberian Federal District, the official income of IT specialists is below 120,000 rubles per month, and highly qualified and highly paid employees do not work and do not buy housing there.

On the other hand, market representatives, including banks and developers, expect an increase in the number of applications for IT mortgages after the summer. The seasonal factor now makes it difficult to fully evaluate the effectiveness of the program. Also, the number of IT companies accredited by the Ministry of Digital Development includes more separate divisions of banks and other legal entities. This should lead to an influx of IT specialists for mortgages.

According to representatives of mortgage lending departments, every week there are more transactions, but so far the demand from IT-specialists occupies a small share of the scale of the new-build market.

On July 5, the Ministry of Digital Development announced changes in the terms of the program for issuing preferential mortgages for IT specialists. State support has become more accessible in terms of the maximum loan amount for employees in million-plus cities and other regions, as well as in regions with a population of more than 1 million people. The minimum wage has also been adjusted to the real. Moreover, the salary is calculated at the place of registration of the main office of the company, and the maximum loan amount - at the place of purchase of housing.

The main changes in the preferential mortgage program for IT specialists:

the maximum loan amount was increased from 18 million to 30 million rubles for regions with a population of more than 1 million people and from 9 to 15 million rubles for other regions. Restrictions: at the same time, the loan amount at a rate of up to 5% per annum remains at the level of 18 million rubles and 9 million rubles, respectively. Such a decision will expand the possibilities of borrowers: a preferential loan can be combined with an additional amount taken at a market or other preferential rate for a down payment;

the minimum wage of 150,000 rubles (before personal income tax) is now relevant for million-plus cities, and not for regions with a population of more than 1 million people, as it was before. In other settlements, the minimum wage must be at least 100 thousand rubles (before deducting personal income tax).

At the end of May 2022, banks began issuing the first loans on preferential mortgages for IT specialists both in the central regions and in other regions of the country.

According to Domclick, in May the service registered more than 3,000 applications for this program worth more than 32 billion rubles.

This measure of support can be received by IT specialists from companies accredited by the Ministry of Digital Development (upon dismissal, the rate will increase to the key rate on the date of execution of the contract, increased by 2.5 - 4.5%, if within 3 months the employee does not go to work in another IT- company) aged 22 to 44 inclusive with an average salary (for the last three months) of 100 thousand rubles (before personal income tax) per month for subjects (regions) of the Russian Federation with a population of less than 1 million people and from 150 thousand rubles (before deducting personal income tax) for million-plus cities. The limit for million-plus regions has been increased from 18 to 30 million rubles, and for other regions from 9 to 15 million rubles.

A preferential mortgage for IT specialists can be issued for the purchase of the following categories of real estate (depending on banks, the conditions may be extended):apartments in houses under construction, including those under equity participation agreements;

finished apartments from developers;

individual residential buildings from the developer;

construction of an individual residential building under a contract;

purchase of a land plot with further construction of an individual house.

As a down payment, you can use the mother's capital with the condition that the children receive a share in the new apartment.

On May 4, the government of the Russian Federation published a decree on the launch of preferential mortgages for IT specialists at 5%. By the end of 2024, it is planned to issue up to 50,000 loans under this program for a total amount of about 240 billion rubles.

IT specialists must officially work in an IT company that meets the following requirements:

it must carry out activities in the field of information technology;

it must have received accreditation in accordance with Decree of the Government of the Russian Federation of June 18, 2021 No. 929;

it must meet the conditions necessary to receive tax benefits in accordance with the Tax Code of the Russian Federation (clause 1.15 of Article 284 and clause 5 of Article 427 of the Tax Code of the Russian Federation).

The Ministry of Digital Development explained whether a graduate after graduation can take a preferential mortgage for employees of IT companies. Technically, after 22 years, by law, this is possible, subject to all conditions. However, banks may not give mortgages according to their criteria. For example, after assessing the solvency of the borrower, the bank may set a condition for a longer period of work in an IT company, and not three months, as under the decision on preferential mortgages.
