Bonded warehouses given the green light

The Federation Council at a meeting on Friday approved a law that proposes to establish the powers of the Russian government to determine the procedure, terms and conditions for conducting experiments to regulate certain relations in the field of customs. In particular, the document makes it possible for the buyer to sell goods purchased on a foreign Internet site from a Russian warehouse (bond warehouse).

Now the legislation of the Russian Federation does not provide for the possibility of selling goods to an individual who purchases goods on a foreign Internet site from a warehouse located on the territory of the Russian Federation. There is no possibility of implementing the concept of a bonded warehouse, according to which goods are placed in a warehouse and subsequently sold to individuals when purchasing goods on foreign Internet sites, the Cabinet indicates.

In this regard, the government is vested with the authority to determine the procedure, terms and conditions for conducting experiments on customs operations for the subsequent purchase by individuals in the framework of international electronic commerce and sent by mail categories of goods participating in the experiments, places of their conduct, and the procedure for paying customs duties. In addition, the Cabinet will determine the procedure for conducting customs control, as well as the circumstances before which such goods are under customs control and upon the occurrence of which the customs procedure of the customs warehouse is completed.
