The government announced its intention to allocate ₽37.1 billion to co-finance software import substitution

The Russian government plans to allocate ₽37.1 billion from the budget until 2024 to co-finance the transition from foreign to domestic software. 35 industrial competence centers (ICCs), which were created on the initiative of Prime Minister Mikhail Mishustin, will be engaged in the formation of an order for development.

Currently, 16 industry committees have been formed in the Russian Federation for key industries and the social sphere, including engineering, transport, ecology, metallurgy, electronics, microelectronics and other areas, says Deputy Prime Minister Dmitry Chernyshenko. These centers will be headed by deputies of relevant departments.

FICs will determine the priority areas and types of software that needs to be replaced. The centers will form terms of reference for suppliers to develop individual solutions for enterprises. For these purposes, ₽37.1 will be allocated from the budget until the end of 2024, Chernyshenko emphasizes.

The heads of large industry companies will become the heads of the ICC, and enterprises, experts and suppliers will be involved as participants. Their composition is coordinated by the Ministry of Digital Development.

Chernyshenko claims that the amount of co-financing in each direction will be 80%. Then the software will be integrated into the enterprise system. In addition, the government hopes that the created software will be exported to other countries. The Deputy Prime Minister believes that the government will receive ⅔ of the proceeds from suppliers in foreign markets.

Chernyshenko expects to see practical results in 2024.

Projects on import substitution of ICC will be presented by mid-August. They will be approved by the presidium of the government commission for digital development. The development of domestic software will begin approximately in October.

The government will take part in co-financing of domestic programs from RFRIT, as well as the Bortnik and Skolkovo funds.

Earlier, the government instructed the Ministry of Digital Transformation to accelerate the transition to the Russian software of the country's public sector. The regulator must also provide a methodology for the import substitution strategy by August 15.
