Skolkovo and Rostec proposed to collect medical information through wearable gadgets

The Skolkovo Foundation and the Rostec State Corporation have developed a program of experimental legal regime (EPR) in the field of medicine, involving the use of wearable electronic devices for remote monitoring of patients' health. The program was sent to the Deputy Minister of Economic Development Maxim Kolesnikov, as well as to the ANO Tsifrovaya ekonomika, Vedomosti writes.

A Skolkovo spokesman confirmed that the fund had developed such a program, refusing to comment further. The representative of the Ministry of Economic Development confirmed receipt of the document.

“The Ministry of Economic Development conceptually supports the establishment of an EPR,” the representative of the ministry specified. “At the moment, the Ministry of Economic Development has sent the received materials to the initiator for revision, as there are a number of significant comments on them.”

He added that when the program is finalized, it will need to be agreed with the departments concerned, and then submitted to the government to make a decision on the EPR. The planned date for establishing the EPR is until the end of 2022, the source added.

According to the program, the EPR is aimed at "expanding the capabilities of telemedicine technologies" through "remote monitoring of the health status of citizens using medical devices and wearable devices that are not duly registered medical devices."

These gadgets are “accessories and other form factors (bracelets, fitness trackers).” They should be able to collect and communicate health-related information that could be used as an additional source of data in the prevention of diseases, including arterial hypertension and diabetes, the EPR project states.

Specific medical institutions that can become participants in the EPR are not indicated in the program. The representative of Rostec specified that it is expected that "both medical research institutes and centers, as well as conventional medical organizations" will join the experiment.

Any individual or legal entity, startup, business company can become a developer of medical gadgets, said a representative of the Ruselectronics holding (part of Rostec). “Domestic developers are already on the market, in particular, glucometers and blood pressure monitors. For example, Altonika, Elta, Medtechservice, Aksma, etc. They take an active part in the project. Mainly for domestic developers, and EPR is installed in order to develop the market, ”he added.
