US bans exports and re-exports of quantum computing services to Russia

Russia - The United States has banned the export and re-export of services related to quantum computing to Russia since October 15. This is stated in a recent statement by the US Department of the Treasury.

"The Treasury is taking additional steps to cut off Russia's access to key services from US companies," the ministry said. It is emphasized that the ban is imposed on “export, re-export, sale and supply, both direct and indirect, from the United States or by persons from the United States, wherever located, of services related to quantum computing, to any person located in the Russian Federation ". The ban will take effect October 15.

“The State Department has also imposed additional sanctions on Russian companies that support quantum computing capabilities that help support the Russian war machine,” the department continues. According to him, these actions complement steps by the US Department of Commerce, which "imposed additional export controls on Russia and Belarus in the field of quantum computing, software and technology."

“Together, these steps by the US government will further reduce Russia’s ability to reorganize the armed forces with the help of advanced technologies,” the Treasury said.

They are in line with previously announced restrictions on other high-tech industries, including micro- and nanoelectronics. They will not have a significant impact on the implementation of roadmaps for the development of quantum computing. We discussed this issue in the government and worked it out in advance. All the tasks set before 2024 will be fulfilled,” Krasnikov said.
