A bill on fines for users of electric scooters and cyclists has been introduced to the State Duma of the Russian Federation

A bill introducing fines for various violations when driving bicycles, electric scooters and other personal mobility devices (IM) has been submitted to the State Duma of the Russian Federation.

Innovations proposed by the bill:

For driving a SIM while intoxicated and failing to comply with the requirement to undergo a medical examination for intoxication, a fine of 20 thousand to 30 thousand rubles is provided. These two points do not apply to cyclists, for whom the current sanctions remain (a fine of 1 thousand to 1.5 thousand rubles for driving while intoxicated).

If a cyclist or SIM user leaves the scene of an accident, he will face a penalty of 4 thousand to 5 thousand rubles, if such a violation does not contain signs of a criminal offense.

Exceeding the established speed of a bicycle or SIM will be punishable by a fine of 500 to 800 rubles, if the excess was from 5 to 10 km/h, from 2 thousand to 2.5 thousand rubles. for exceeding from 10 to 15 km/h, from 3 thousand to 3.5 thousand rubles. for exceeding 15 to 20 km/h. Exceeding the speed limit by more than 20 km/h will be punishable by a fine of 4 thousand to 5 thousand rubles.

For violation of traffic regulations for the transportation of goods and towing, SIM drivers or cyclists are proposed to be punished with a fine of 1 thousand rubles. Violations of the rules for transporting people (for example, two people riding on one scooter) will be punished with a fine of 2 thousand to 3 thousand rubles. For transporting children, the fine can be 5 thousand rubles.

For driving on a SIM on a highway, a fine of 1 thousand rubles is provided.

Violation of traffic rules and rules for operating a SIM or bicycle in the event of causing minor harm to the health of the victim is proposed to be punished with a fine of 2 to 5 thousand rubles. If moderate harm to health is caused, the fine can range from 10 to 15 thousand rubles.

For failure to comply with the lawful request of a police officer to stop a SIM or bicycle, a fine of 500 to 800 rubles is expected to be imposed.

For driving an electric scooter or bicycle on the roadway in violation of traffic regulations, you may face a penalty of 2 thousand to 2.5 thousand rubles. Riding an electric scooter weighing more than 35 kg on pedestrian paths, sidewalks and pedestrian zones threatens the offender with a fine of 3 thousand to 3.5 thousand rubles.

Crossing the roadway on an electric scooter or bicycle in violation of traffic rules involves a fine of 2 thousand to 2.5 thousand rubles, a similar penalty is provided for interfering with pedestrians when driving an electric scooter or bicycle on the sidewalk, pedestrian path, roadside or within pedestrian zones

As Artyom Sheikin, a member of the Federation Council Committee on Constitutional Legislation and State Construction and one of the authors of the initiative, emphasized in a commentary to TASS, the number of accidents involving SIM is growing every year.

“So, in 2022, more than 900 cases were recorded, and in 2023 there are already more than three thousand. Taking into account such statistics, without urgent legislative measures taken, the situation with offenses by users of electric scooters will worsen. I am confident that the adoption of our bill will lead to a significant reduction in the number of accidents involving SIM."
