Who massively “mines” Russian schools

Hundreds of reports of bombings at kindergartens, schools and colleges have disrupted classes in Russian cities since January 12th. The influx of false statements began in Yekaterinburg, and the very next day it spread to a number of regions of Russia - in some cities, for example, in Rostov-on-Don, the number of "mined" objects in one day reached fifty. Former law enforcement officers and a human rights activist told who is behind the massive "mining" of the last week, what does the information war have to do with it and why it is not possible to find telephone terrorists. While law enforcement agencies work out information on massive reports of mining, in the regions where this occurs, there is an atmosphere of uncertainty: “they don’t explain anything to anyone” is the most popular story of these events. So, for example, as Natalya Semenova, a resident of Samara, said, there was also an evacuation at her daughter's school, but the management of educational institutions tries not to talk about what is happening. As Natalya believes, so as not to provoke panic.

“During the break, someone called the teacher, the children were told to pack up and go home. Why they returned from the lessons - they did not report, they did not answer questions. The next day, they saw policemen with dogs at school,” the interlocutor says, adding that she and the parents of her daughter’s classmates learned about the “mining” only from the Internet.

“Neither an information war nor a connection with events in Kazakhstan can be ruled out”

Usually, false reports about acts of terrorism are committed out of hooligan motives, says criminal lawyer and former investigator of the Investigative Committee Maxim Kalinov. We are talking, for example, about disrupting an exam or schoolwork, or a crime committed by a person with a mental disorder, the motive of which can only be explained by a doctor. With such crimes, according to Kalinov, law enforcement officers always work quickly, and the "miners" quickly realize that there is no point in denying them.

It also happens that the special services themselves conduct surprise checks of employees, without declaring until the last that these are exercises. But what is happening in the last week is not at all these cases and is far from an ordinary situation, the lawyer is convinced.

“The information war on the part of the West is being waged. And reports of mining may be related to this. It also cannot be ruled out that what is happening is connected with the events in Kazakhstan,” he believes.

According to Ivan Melnikov, a human rights activist and vice-president of the Russian branch of the International Committee for the Defense of Human Rights, reports of mining over the past week have been coming from Ukraine through various IP change servers. A whole system has been created for this, therefore it is almost impossible to bring the perpetrators to justice.

The chairman of the Moscow interregional trade union of the police and the National Guard, retired police captain Mikhail Pashkin, in turn, adds that Western intelligence agencies most often work with Ukraine and the Security Service of Ukraine (SBU) through Dutch servers.

“When hundreds of educational institutions in different cities are allegedly mined in the country, another option, if not outside interference, is very unlikely,” he is convinced.

Oleg Ivannikov, director of the charitable institution Law and Order, reserve lieutenant colonel of the Russian Ministry of Internal Affairs, agrees with the assumptions that what is happening is not exclusively domestic history.

“The fact of a well-prepared special operation of the Western special services, carried out by the hands of the SBU, is really obvious in the last week. Call centers carry out fan mailing according to the list, and its purpose is transparent - destabilization of the socio-political situation, damage to the Russian constitutional order and discredit of law enforcement agencies, ”he says.

“The West does not respond to Russia's requests”

Today, it is simply impossible for the Russian law enforcement system to find those who are engaged in telephone terrorism, Ivannikov assures. All because the criminals, like the customers, are abroad. Only by documenting all the messages of the IP address and contacting the leadership of those countries where the servers are registered from which the criminal information is issued, the problem can be solved, the expert explains.

However, it is not so easy to do this, since there are problems with direct appeal to the leadership of other countries, states Mikhail Pashkin. He explains this by the fact that Western countries are usually not distinguished by their desire to cooperate with Russia in this area, almost never responding to sent requests.

“And [Russian] law enforcement officers simply cannot conduct an investigation on the territory of another country,” he recalls.

Based on this, it is possible to counter such situations only by recording messages and sending appeals from the Russian Federation to the European Court of Human Rights or the UN.

“Telephone terrorism in Russia has crossed all boundaries. The most vulnerable suffer – our children, who find it very difficult to explain why adults cannot ensure their safety,” Ivannikov adds.Back to news » Back to news »

Weeding out the false, controlling children

The issue of mass "mining" can also be regulated by law, retired police captain Pashkin believes. According to him, if people do not give their data when reporting such crimes, and the IP address is changed, the call should be considered false and no action should be taken on it. If the FSB analyzes all cases of "mining" that turned out to be fake, the likelihood of explosions after a phone call will most likely turn out to be equal to zero.

“There were so many such reports - and in no case was a single bomb found. If someone wants to blow something up, he does not warn, but does,” the expert believes.

Human rights activist Ivan Melnikov, in addition to everything, draws attention to the fact that when there is a massive diversion of forces and means of the state, damage to the country cannot be avoided. And only the international community can fight such stories. And he also notes that you need to carefully watch the children who can be drawn into what is happening.

“There are special groups for involving minors in terrorist activities and schemes with massacres,” the expert reports.

They often promise minors some symbolic sum of 500 or 1,000 rubles, asking them to call and report something, indicating that “nothing will happen to the child,” and then the parents bear responsibility for this. That is why, says Melnikov, it is very important to pay attention to who the children communicate with and what groups they belong to in order to protect them from the adverse influence of others and protect them from the consequences.
