A member of the expert club Digoria commented on the hearings on amendments to the DEG

A member of the Digoria expert club, political consultant Oleksiy Yaroshenko told why the Civic Chamber is considering the possibility of institutionalizing the practice of remote electronic voting (DEV).

“This is due to the fact that the experiment with DEG was recognized as successful, first of all, by citizens. In Moscow, virtually every fourth voter voted online last year. In the regions, the turnout for DEG was in the range of 5-10%. The lower turnout for the DEG in the regions compared to Moscow is associated with lifestyle and the level of cultural urbanization - in Moscow it is higher. Residents of the capital are more active than others in using digital services to receive various kinds of services - delivery, taxi, doctor appointments, utility bills and much more.

This, on the one hand, can increase the turnout among those who, for one reason or another, do not trust the traditional vote, who believe that there are fraud, falsifications and "carousels" all around. Such citizens recognize the DEG as a system that is more transparent, safer and more modern than traditional voting at polling stations.

On the other hand, the DEG attracts new voters to the elections, those for whom service is important, and they would never come to the polling station. Online voting fits into their worldview and becomes on a par with other digital services. First of all, we are talking about young people. Participation in the DEG will help attract young people not only to political processes, but also to other digital services of the state, the range of which is very wide on the Gosuslug portal,” Yaroshenko noted.

He also explained why it is important to attract new voters.

“Attracting new voters is extremely important in the context of the global trend of declining voter turnout. This trend, in turn, is due to the “normalization” of the lives of ordinary citizens around the world. There is no longer any need to defend your right to an eight-hour working day by going on strike and creating parties, and therefore voting in elections.

On a global scale, this may lead to the departization of political systems and the death of parties as political institutions. Digital services allow the state to directly address its citizens, bypassing political intermediaries,” he concluded.

Hearings on the draft amendments to Federal Law No. 67 “On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation” were held in the Civic Chamber of Russia. The amendments concern remote electronic voting (DEV). It is supposed to institutionalize the practice of DEG.
