According to him, Shapsha committed a populist act. Davlatov also criticized his decision to withdraw the region from the program to assist compatriots who voluntarily decided to move to Russia.

Earlier, Shapsha promised to ban the work of foreign citizens in the areas of catering, transport and retail. Later, the governor clarified that this is not a total ban on work for migrants. According to him, visitors will be able to close those vacancies that are not in demand among local residents.
