The Chechen parliament asks the State Duma to rename the district courts of Grozny. There is no mechanism for renaming courts in Russian legislation. It is proposed to name the courts in Grozny in honor of famous Chechens, including those who fought against Russian troops. Previously, Grozny districts received the same names. The Communist Party faction in the State Duma could not unequivocally answer the question about the attitude towards this initiative, but promised to "develop a position." The Leninsky District Court is proposed to be renamed Akhmatovsky - in honor of Akhmat-Khadzhi Kadyrov, the father of Ramzan Kadyrov. Oktyabrsky court - in Baysangurovsky, in honor of the Chechen commander of the XIX century Baysangur Benoevsky, who fought against Russian troops during the time of Shamil.

The Chechen parliamentarians propose to rename the Staropromyslovsky District Court in honor of Mavlid Visaitov, a hero of the Soviet Union, a participant in the Great Patriotic War, a cavalryman. Finally, they want to call Zavodskoy District Court Sheikh-Mansurovsky - in honor of the first imam of the North Caucasus, Sheikh Mansur, who fought against the Russians in the Catherine era.

The districts of Grozny, where four courts are located, were renamed in a similar way in 2021 by decision of the city duma. The courts retained the old names. This situation, in the opinion of the Chechen deputies, creates inconvenience for the townspeople.

In a letter from Alexander Gusev, Director General of the Judicial Department at the Supreme Court of the Russian Federation, which is attached to the draft law, it is noted that there is no mechanism for renaming courts in Russian law.

It is quite difficult to abolish old courts and establish new ones, and the burden on neighboring courts may increase. In addition, it may be necessary for the President of Russia to appoint new judges.

Deputies of the Parliament of the Chechen Republic propose to use the precedent of 2018, when the names of district military courts were changed by federal law - the Moscow District Military Court became the Second Western District Military Court.

The second article of the draft law expressly proposes to abolish the reappointment of judges due to renaming. “Persons appointed on the day this Federal Law comes into force to the positions of chairmen, deputy chairmen and judges of district courts, renamed in accordance with Article 1 of this Federal Law, continue to fill these positions without reappointment,” the report says.

Such a procedure will cost inexpensively - only 268 thousand rubles. The Chechen deputies believe that this is exactly how much money will have to be allocated for the production of new signboards, stands, stamps and official judicial seals for the new district courts.

At the end of 2020, the head of Chechnya, Ramzan Kadyrov, announced that residents of the republic were in favor of renaming four districts of Grozny. The initiative was supported by 95-98% of the polled citizens.

The head of the Communists of Russia party, Maxim Suraykin, in a conversation with, called the idea of ​​the Chechen authorities to rename the Leninsky Court into Akhmatovsky "unreasonable." He expressed hope that the tendency to change the names of geographical objects will soon stop.

“We have always been against such renaming, because our great Soviet history and the victory of the Soviet people later determined the place names of streets, squares, and so on in different parts of our country. Therefore, in my opinion, these are very unreasonable actions of those authorities who are going to do this. In fact, it's easy to speculate on some anti-communism.

Chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Leonid Kalashnikov said that he did not attach much importance to such renaming.

"So what? To be honest, I am far from this topic, I don’t want to talk about this topic at all.

If it's been renamed, it means it's been renamed. This does not mean that I, for example, agree that the Leninsky district of Moscow has become Khamovnichesky, and the Khamovnichesky court is no longer called Leninsky, but Khamovnichesky.
