“One can only hope that a relatively high fine for a teenager will be a deterrent in this life-threatening extreme way of self-promotion. In this regard, it would be appropriate to propose that teenagers be brought to administrative responsibility under the new edition of Art. 11.17 of the Code of Administrative Offenses of the Russian Federation, including on the basis of the videos they posted about catching on social networks. It could remove one of the main incentives for which teenagers commit such life-threatening offenses, ”said the lawyer.
