Rifat Sabitov, Chairman of the Commission for the Development of the Information Society, Mass Media and Mass Communications of the Public Chamber, Deputy General Director, Head of the Regional Department of the All-Russian State Television and Radio Broadcasting Company, called the expected approval expressed by the Russians to the law “on landing” of foreign online platforms in domestic jurisdiction.

“It is quite obvious that citizens do not want to be left alone with IT giants, who, at their discretion, can condemn or pardon any of their users. Users are not ready to tolerate arbitrariness on the part of digital platforms and are waiting for the state to support and protect their digital rights,” he said.

Sabitov also stressed that it is necessary to conduct a direct dialogue with major social networks, which play an increasing role in our lives.

“It's about protecting privacy, and resolving contentious issues, and fighting destructive content that, in the opinion of society, has no place on the Web,” he explained.

According to him, the law "on landing" will allow, among other things, to more effectively protect the personal data of Russians, since it additionally provides for the requirement to localize the storage of personal information of Russian users on the territory of our country.

“In recent years, Russian legislation has made significant progress in regulating the circulation of personal data and has managed to give citizens the right to independently dispose of them. These changes were also received positively by society,” Sabitov said.

He emphasized that the desire to formulate mutually acceptable rules of the game for all participants in the digital space is a trend that is typical for many countries of the world.

“We can observe it both in the countries of Europe and in the states of Asia. Of course, Russian society, with its high level of digitalization, should be in line with modern digital regulation,” concluded Rifat Sabitov.

Earlier, the Regional Public Center for Internet Technologies (ROCIT) studied the opinion of Russians on the observance of Russian legislation by foreign companies operating in the country. The Russians were asked about their attitude to the law "on landing". Most of them approve all three key provisions of the law.
