Study: Russians approve law on “landing” foreign companies

The Regional Public Center for Internet Technologies (ROCIT) studied the opinion of Russians on the observance of Russian legislation by foreign companies operating in the country.

In particular, the Russians were asked about their attitude to the “landing” law, which obliges the owners of foreign information resources with a daily audience of more than half a million Russian users to create a branch, representative office or authorized legal entity in the Russian Federation, register a personal account on the Roskomnadzor website, and also place it on its resource an electronic form for feedback from Russian citizens or organizations.

Almost half (46.9%) of respondents know that the law has been adopted and has entered into force. About half of the respondents - 47.9% - approves the adoption and entry into force of this law, 22.5% - does not approve, and 29.6% - found it difficult to answer the question.

At the same time, almost 67% of respondents agree that if foreign IT companies do not comply with the requirements of the “landing” law, then they must bear the responsibility established by law. Only 13.3% do not agree with this statement, 19.9% ​​found it difficult to answer.

The majority of Russians approve of all three key provisions of the law: almost 55% of Russians are in favor of opening representative offices of foreign technology companies in Russia, about 58% support the requirement for technology corporations to post an electronic feedback form with Russian users on their website, register a personal account on Roskomnadzor website for interaction with authorities.

“Our survey on the attitude of Russians to the implementation by foreign companies of Russian legislation showed that the vast majority - 84% - believes that all foreign companies (including technology companies) that operate on the Russian market and make a profit from it must strictly comply with the current Russian legislation. About half of Russians approve the entry into force of the law on "landing", even more of our citizens - 67% believe that violating companies should be held accountable," Rustam Sagdatulin, director of ROCIT, commented on the study.

The online survey was conducted from 18 to 25 January 2022. It was attended by 1890 Russians over 18 years old.
