Russia bans the entry of State Secretary of the Ministry of Foreign Affairs of Montenegro

The Russian Foreign Ministry has banned Secretary of the Ministry of Internal Affairs of Montenegro Zoran Milyanich from entering Russia, the press service of the Russian Foreign Ministry reports.

“This measure is a response to an unfriendly step taken by the Montenegrin authorities in October 2021 – granting political asylum to a citizen of the Russian Federation, Telman Ismailov, who was put on the international wanted list through Interpol for committing especially serious crimes on the territory of the Russian Federation,” the Russian Foreign Ministry said in a statement.

Earlier, the Supreme Court in Podgorica ruled that businessman Telman Ismailov received asylum in Montenegro due to "political persecution" and cannot be extradited to Russia. The document clarifies that approved asylum is an absolute bar to extradition.

In mid-October 2021, Russia sent a request to Montenegro for the extradition of businessman Telman Ismailov. In the Russian Federation, the businessman and his brother Vagif were arrested in absentia and are accused in a criminal case of murder and illegal arms trafficking, the RF Investigative Committee reported. Ismayilov was charged on November 11, 2017, the search for the Azerbaijani businessman was carried out through Interpol.

The Montenegrin authorities detained Ismailov on October 1, 2021 after applying for political asylum.
