These sanctions will be included in the Code of Administrative Offenses. They will be used if there is no reason to initiate a criminal case, said Vladimir Burmatov, deputy chairman of the State Duma Committee on Ecology.

“We propose to give the regions the right to decide for themselves whether to release animals after sterilization and vaccination back into the street or leave them to survive,” the deputy noted. “It is important to establish a system for registering, accounting and identifying dogs and support volunteer initiatives, including the creation of shelters ".

Mandatory registration of animals will apply to those animals that were caught on the street, were sterilized and vaccinated, and then released into the wild, deputy Alexander Khinshtein added. For pet owners, registration and labeling will remain voluntary, he said.

The members of the working group noted that municipalities that have been given the authority to work with stray animals often do not receive funding for such activities.

“I can’t send money to organize shelters for stray dogs until my orphans have received apartments they are entitled to by law, other social problems have not been resolved,” said the mayor of Yakutsk, Evgeny Grigoriev. “Especially in our climate, every head, kept in an orphanage will be worth its weight in gold."

He was supported by colleagues from other regions. According to statistics collected in Nizhny Novgorod, no more than 1% of the entire population of stray dogs are truly aggressive. For them, it is necessary to provide for keeping in shelters or, perhaps, some kind of humane killing. The rest, once in the shelter, after sterilization and vaccination should be released.

The regions must be provided with federal money to fulfill the powers delegated to them to control homeless animals, the meeting participants noted. Without this, it is impossible to demand from them the proper performance of duties.

“A lone stray dog ​​will most likely behave friendly to a person, but if such dogs get together in a pack, their behavior will be completely different, for a pack a person is a competitor for food and a place to live,” said deputy Timofey Bazhenov.

At the same time, dogs that have already been born on the street will more likely show pack habits than those who used to live in families - they will still perceive a person as a partner, they noted at the meeting. Therefore, it is very important to make sterilization more accessible to everyone: both shelters and owners. To do this, it is necessary, among other things, to allow the circulation of special veterinary drugs.

“Practice shows that it is better for the city to have a small controlled population of stray dogs,” said Vladimir Groysman, head of the Zoodefence NN society. : trapping-sterilization-vaccination-release, as it is written in the law, leaving only the aggressive and those whom the special commission considers unsuitable for socialization to survive in the shelter. Such a scheme will allow us to cope with the problem even with a small budget.

The possibility of uncontrolled euthanasia of captured stray animals may encourage the municipal authorities to take the path of killing all stray livestock and abandon more complex measures to control mongrels, the meeting participants noted. At the same time, keeping aggressive dogs in a cage for life is not only inhumane, but also does not make sense. Even in the case when there are cynologists ready to work with them, officials do not have the opportunity to transfer dogs to specialists - such an option is not provided for by law. Animal rights activists asked the deputies to think over this collision when developing a normative act.
