In addition, an official is deprived of the right to hold positions in the civil service and in local governments for a year. In December 2020, on behalf of the administration of the rural settlement, the head concluded an agreement with the entrepreneur on the improvement of the municipal beach with an area of ​​24 thousand square meters in the village of Vitino. According to the document, the administration was supposed to control the improvement process.

The official learned from the merchant about his plans to illegally cut sandy soil on the beach for the further construction of 14 wooden houses on it. Having witnessed illegal work in April 2021, the head of the rural settlement did not react to this in any way and did not report illegal actions to law enforcement agencies.

As a result of improper performance of his official duties, environmental damage was caused in the amount of more than 10 million rubles. The earthworks carried out by the merchant led to the degradation of the soil layer within the boundaries of the Black Sea water protection zone.
