ANO "Dialogue" and the Skolkovo Business School held an open webinar dedicated to the topic of new challenges in the field of state communications: "State Online: Communications Management in the Digital Age".

The event was attended by Director General of the Alliance for Sustainable Development, Professor of the Moscow School of Management Skolkovo Andrey Sharonov, Director General of ANO Dialog Vladimir Tabak, Head of the Methodology of Complex Programs and Projects, Project Technologist of the School of Management Skolkovo Roman Kukshinov, Head of the Udmurt Republic Alexander Brechalov, Mayor of Vologda Sergey Voropanov, Mayor of Nizhny Novgorod Yury Shalabaev and Governor of the Khanty-Mansiysk Autonomous Okrug-Yugra Natalya Komarova.

“Neil Stevenson, the famous science fiction writer, called the metaverse a union of the physical world and digital reality. And when we talk about the state metauniverse, we are talking about the connection of offline and online. If earlier these two categories existed separately from each other, now a large ecosystem has already been created, which includes tens of thousands of sites, as we call them, "state publics" - from municipalities to publics of the Government of the Russian Federation, whose tasks are to not just talk about your activities, but respond to complaints from citizens, based on these complaints, conduct analytics and identify trends, combine this analytics into common problem chains and then make management decisions based on it,” said Vladimir Tabak, CEO of Dialogue.

According to him, if back in 2018 only 5% of requests from citizens accounted for public departments in social networks, today their number is already more than 50%. Such a large flow of requests makes it possible to identify the relationship between them and prepare analytics on systemic problems for the heads of executive power.

“Over the past year, together with the regions, we have made 571 management decisions on the basis of such analytics, which allows us to identify these problems based on data from citizens’ appeals,” Tabak shared.

Director General of the Alliance for Sustainable Development, Professor of the Skolkovo School of Management Andrey Sharonov emphasized that the variability of the environment is becoming a new challenge in the field of public communications.

“We expected to see sustainable leaders throughout the year, but we did not see them because the situation is changing and this environment does not allow regions to take a sustainable leadership position. Therefore, the conclusion is: it is necessary to constantly maintain, or better, improve the level of communication management and develop a wide range of such tools and competencies among the leadership of the regions,” Sharonov said.
