The woman is accused of committing a crime under paragraph "c" of part 2 of article 238 of the Criminal Code of the Russian Federation (providing services that do not meet the requirements for the safety of life and health of consumers, if they negligently caused serious bodily harm and death of a person).

According to the investigation, the defendant worked at a municipal enterprise and knew that it was necessary to inspect the load-bearing structures, including balcony slabs, in apartment building No. 39 on Sovetskaya Street. The Criminal Code received a complaint from one of the tenants about the emergency condition of the balcony. Despite this, from August 2009 to September 2020, the necessary checks in the house, which was in operation for more than 25 years, were not carried out. Because of this, on September 18, 2020, a balcony collapsed in one of the apartments on the third floor. At that time, there were a 42-year-old landlady and her 64-year-old friend. The eldest of the women later died from her injuries in the hospital, the second was diagnosed with numerous fractures. The worker of the Criminal Code did not admit her guilt in the incident.

The Sakhalin prosecutor's office notes that the necessary response measures have been taken against the managing organization. A home inspection is being carried out to eliminate such violations and avoid a recurrence of the tragedy.
