Russia - Civil servants will be forced to take an exam in Russian

Russia (bbabo.net), - Officers will soon be forced to take an exam on knowledge of the Russian language and the ability to speak it correctly, beautifully, without a clerk. This was announced by Margarita Rusetskaya, rector of the Pushkin State Institute of the Russian Language, member of the Russian Presidential Council.

Recall that since 2005 the law "On the state language of the Russian Federation" has been in force in the country. Almost 17 years have passed since its adoption. The language, like life around, has changed, so the document needs to be amended. They are framed in a draft law on the Russian language and submitted for discussion.

These amendments, says the rector, in particular, relate to public communication.

"These changes involve increased attention and responsibility for the use of the Russian language in public communication," Rusetskaya explained at a press conference at RIA Novosti. "For example, it is planned to introduce exams and certification in the Russian language for state and municipal employees."

However, she stressed, the exam will affect both teachers and scientific and pedagogical employees of educational organizations. "Moscow was one of the first regions to join the discussion of the bill. We start with officials, because they determine the quality of public communication, the masses listen to them. They are already taking exams that determine the literacy of written speech, but almost no attention is paid to oral ".

According to the rector, regular monitoring of the level of speech culture is needed: it is not difficult for artificial intelligence programs, only the state will is needed. "Professional retraining and advanced training programs for various specialties and positions will also be needed. The Pushkin Institute and the National Agency for the Development of Professional Qualifications are working on describing the "Working with Information" competence. It also includes literacy assessment. It is based on a proven methodology " Pushkin-100", which has been tested both in large corporations and government agencies," said Margarita Rusetskaya.

According to experts, linguistic services should be included in the activities of state bodies. "They will provide, on the one hand, the analysis and correction of the texts of official documents in accordance with the norms of the modern Russian language, and on the other hand, they will work proactively. Recently, we have witnessed how such words as "car sharing" burst into Russian , "carpooling", "fulfillment". They certainly reflect the development of our society and economy, but no one even thought to look for a Russian-language analogue for these concepts. Although there are good examples. Let's say the name of the fare card for various modes of transport is "Troika", - concluded the rector of the Pushkin Institute.
