Now 87 citizens of the Russian Federation are at the cosmodrome in French Guiana. These are employees of the NPO named after S. A. Lavochkin, who were preparing the Fregat-MT upper stage for the upcoming launch, as well as employees of the Progress RCC (manufacturer of the Soyuz rockets) and the Center for the Operation of Ground-Based Space Infrastructure Objects. As is known, the EU has introduced strict financial and technological sectoral restrictions against 64 key structures of the Russian Federation, including the Progress RCC.

The EU severely restricted the access of these entities to the capital market and financial services, banned the provision of technical assistance to them and trade with them in military or dual-use products and technologies, as well as technologies and equipment for oil production in the polar latitudes and on the shelf. The EU also adopted an extensive list of high-tech products, in particular, communication systems, electronics, semiconductors, aviation and space components, prohibited from being supplied to Russia.
