In Russia, officials did not like working remotely

In Russia, most officials did not like remote work, and they were among the first to return to their offices when the opportunity arose, because they perceived the transition to remote work as a rejection of the usual way of working. This is reported by "Vedomosti", referring to a study by the Center for Advanced Management Decisions.

To conduct it, the experts used information from interviews and focus groups with officials from the central offices of five departments from June 1, 2019 to September 30, 2021 in two stages: before and after the transition to a remote work format.

The study showed that, unlike employees of private companies, officials did not manage to get used to remote work, because they had never encountered it before in the civil service.

The authors of the study identified among officials such main value reasons for work as the value of hierarchy (relationships based on official subordination) and the value of security (the need to protect internal information from spreading outside).

In the first case, officials were left without an office environment as a workspace, and communication became more dependent on digital platforms. There was also a blurring of the boundaries of working hours and lengthening of the working day. If managers could not establish working practices remotely, they returned to the office as soon as possible.

When talking about the value of security, all respondents expressed concern for the safety of documents.

According to one of the authors of the study, Daria Shubina, the main reason why officials were the first to return from a remote location to their offices is due to the fact that the “material context” in the office is important for them, and it is important for managers to keep an eye on employees. For example, if the boss does not see the subordinate, he believes that control is lost, she said.

Earlier, a survey of the Rabota.ru service found that most Russians would like to work remotely in order to save money and manage their time more.
