“One of the children put a rope around the neck of the other, began to pull it, which injured him. The victim was diagnosed with strangulation asphyxia and neck bruises,” the press service of the Sverdlovsk Regional Prosecutor's Office reports.

According to the supervising oan, the cause of the incident was inadequate control by the kindergarten staff.

The Department of Education of the city administration was obliged to strengthen supervision over childcare. In addition, an administrative case was initiated against the kindergarten under the article on violation of the right to education. The court fined the preschool institution for fifty thousand rubles and will consider the claim in the interests of the injured toddler for compensation for the harm caused to his health.
