The State Duma adopted a bill providing for pre-trial restriction of access to sites where fake documents are sold, including driver's licenses and OSAGO policies. Experts believe that simplifying and speeding up the procedure for blocking such resources will not eliminate the problem of fakes on the Internet. Amendments to the law "On information, information technologies and information protection" were approved yesterday by the lower house of parliament in the third, final reading. They envisage, among other things, the introduction of a pre-trial procedure for blocking sites where it is proposed to purchase forged documents used by motorists.
These include driver's licenses, MTPL policies, medical certificates for obtaining a license, waybills, passes in areas with limited access (MKAD, TTK, etc.), licenses for working in a taxi and transporting dangerous goods, certificates for installing gas equipment and other documents.
Access to Internet resources with such proposals will be limited by the decision of the Prosecutor General or his deputies, said Alexander Khinshtein, one of the authors of the amendments, Chairman of the State Duma Committee on Information Policy, Information Technology and Communications.
"The law also applies to sites offering fake driver's licenses, OSAGO policies, driver's medical certificates, certificates of graduation from a driving school, and so on",

The Russian Union of Auto Insurers (RSA) supports this initiative, they note that fake OSAGO policies pose a big problem for the insurance market and road safety. According to the Deputy Executive Director of RSA Sergei Efremov, the adopted bill will speed up the blocking of such sites and accounts on social networks.
“A large turnover of fake policies is observed in car insurance,” said Efremov. - There are often cases when intermediaries on Internet resources offer to conclude a fake OSAGO agreement, for example, to register a car. And usually buyers are aware that the insurance is fake.
Blocks are not scary
Intermediaries offering to issue documents bypassing official procedures are not afraid of news about pre-trial blocking of sites. On one of these Internet resources, the Gazeta.Ru correspondent was offered to make a duplicate driver's license for 25 thousand rubles - the so-called “mirror license”.“We will select the existing rights with your last name and just put your photo there. We will do everything on the official letterhead, we will conduct it on all bases, ”promised the seller of driver's licenses, who introduced himself as Eugene.
When asked about the upcoming blocking, he replied that hiding from potential customers was not in his interests. Even if this ad is blocked, he will still stay in touch.
“This is my number, I can give you one more. It makes no sense for me to disappear: you don't have to worry about that. Anything can happen in life, we are recommended to friends and acquaintances. It is in my interests to be in touch, ”explained Eugene.
The desire to block resources offering illegal rights, certificates and other similar documents is understandable, reasonable and justified, says an expert in the field of open data, director of ANO Information Culture Ivan Begtin. However, this proposal is ineffective, since it only partially solves the question of how to find such services, but does not eliminate the very problem of such offers on the Internet, he notes.
“The owners of such sites simply migrate to groups in social networks or Telegram channels.
Those who are engaged in illegal activities will find a way to bypass the blocking, ”the expert believes.
According to him, blocking social networks and messengers is not solved at the provider level, and these platforms themselves often simply cannot cope with a large number of such groups and chats, Begtin said.
Vice-President of the National Automobile Union Anton Shaparin agrees with him. He also believes that offers to purchase fake rights, insurances and certificates will migrate to instant messengers and social networks.
