Kvashnin was born on August 15, 1946 in Ufa. In 1964 he graduated from high school number 1 in the city of Dalmatovo, Kurgan region and entered the automotive faculty of the Kurgan Mechanical Engineering Institute.

In July 1969 he was drafted into the Soviet Army for a period of two years as a graduate of a higher educational institution with a military department. In August, Lieutenant Kvashnin arrived in Dushanbe with the 201st motorized rifle division of the Turkestan military district, where he was appointed to the 401st tank regiment as deputy commander of a tank company for technical matters.
