According to experts, there are about 100 thousand of them. At the current pace, the plan will only be half completed.
X hour for old elevators was set by the technical regulations of the Customs Union "Safety of elevators". To it, all lifts must comply with the requirements of this document, among which is the replacement of cabins older than 25 years. What then? They will check and the "wrong" elevators, apparently, will be turned off.
This problem is most relevant for 11 regions. In three - Samara, Ulyanovsk and Yaroslavl regions - the share of obsolete lifts is already more than 50 percent. According to the profile commission of the Public Council under the Ministry of Construction of Russia, special attention should be paid to the replacement of elevators in Udmurtia and Mordovia, Astrakhan and Arkhangelsk, Vologda and Smolensk, Kursk and Ivanovo regions.
Samarans, who need to change more than eight thousand elevators, signed contracts for only 247 units, Kuryans - 238, Yaroslavl - 236. In the Ivanovo region there is only one contract, in the Ulyanovsk region (at the end of 2021) - zero, said the secretary of the commission, the general director " Russian Elevator Association" Petr Kharlamov.
How many elevators are there in residential buildings across the country? The Ministry of Construction is talking about 535 thousand, in the National Elevator Union - about 600 thousand. An estimated 18 percent of lifts have expired. About 300 billion rubles are needed to replace them. A new elevator costs two or three million. A loan can help out, but this mechanism is unlikely to be widely adopted. It remains to lend a helping hand to the budget. At the end of 2020, 750 million were allocated from the Reserve Fund of the Russian government to co-finance the replacement of elevators.
The Voronezh region received the first support - it was reported that the money would be enough for 100 elevators in two cities. The funds were used mainly according to the factoring scheme: manufacturers installed elevators at their own expense, received payment in installments, and the Housing and Utilities Reform Assistance Fund compensated for the shortfall in income, recalled Svetlana Razvorotneva, deputy head of the State Duma Committee on Construction and Housing and Utilities: “This helped speed up the process. But that money ran out In order to fulfill the obligation to replace elevators by 2025, it is also necessary to allocate 800 million to the regions within three years. These expenses are not included in the budget for the next three years."
According to the deputy, other sources are also being considered. Of course, it is also necessary to look for direct co-financing. The factoring scheme, Razvorotneva explained, will only work overy long distance. It can be used at home with special accounts, having received a large installment plan.

And so that new elevators do not fail prematurely, experts call for a reconsideration of the approach to determining the tariff for housing maintenance. For the sake of savings, Vice-President of the National Elevator Union Alexei Zakharov emphasized that companies with the lowest possible "price tag" that do not have a staff of qualified employees are invited to install, maintain and repair elevators. As a result, equipment is often left unattended.
