Russia (bbabo.net), - The quality of new buildings where residents of dilapidated houses are relocated has become much better in five years. The number of complaints about this has decreased tenfold since 2016.

Now, 109 such houses are under the control of the Housing and Public Utilities Reform Assistance Fund. They received 117 applications. In 2016, there were 1,130 new buildings on this list.

The maximum number of problematic houses in this regard is in Bashkortostan (10 buildings are listed in the fund's register of complaints) and the Penza region (9 houses). This is followed by Vologda (7 houses), Tver region and Perm region (6 houses each), Kaluga and Moscow regions (5 houses each). The register of appeals on the quality of housing for migrants from dilapidated houses is posted on the website of the Housing and Communal Services Fund.

At the same time, the number of complaints is not always related to the total number of resettled citizens. In 2019-2021, most emergency housing was settled in the Khanty-Mansiysk Autonomous Okrug (363 thousand sq. m) and Yakutia (325 thousand sq. m). Whereas there are only two complaints about the quality of new houses from KhMAO, there is only one from Yakutia.

The number of problematic new buildings depends largely on the developer, according to the Housing and Public Utilities Fund - it is necessary to choose a proven construction or contracting organization.

Most often, new settlers complain about cracks in the walls, ventilation disturbances, the appearance of water in the basements, defects in window blocks and roofs.

In most cases, the regional commission, leaving for inspection, confirms the violations indicated in the complaints, they add to the fund. After that, the local authorities agree with the developer or contractor on the deadline for eliminating deficiencies within the framework of the warranty obligations and approve the schedule for eliminating violations. No more than nine months are allotted for this, which allows performing, among other things, seasonal types of work, the fund noted.

About 1.5 million people have already moved into modern homes under the emergency housing liquidation program, according to the foundation. "If at first there were questions about the quality of the provided residential premises, now the number of problematic houses is becoming less: the responsible attitude of the relevant departments, vigilant control over the progress of construction work, including by the public," the fund's press service said.

"The situation is changing for the better from year," says Sergei Stepashin, chairman of the fund's supervisory board. The All-Russian People's Front (ONF) drew attention to the problem of the so-called new emergency housing a couple of years ago, Pavel Sklyanchuk, an expert on the thematic platform of the ONF "Housing and Urban Environment", notes.
