According to Gusarov, the feasibility of the proposal is not obvious, since there is no big problem with hand luggage now. In a competitive market, many airlines themselves often set the weight of carry-on baggage more than what is prescribed by the rules.
Many passengers fly without hand luggage. But if the dimensions of hand luggage are fixed, its transportation will be included in the ticket price. "Each kilogram lifted into the sky costs money, because airlines calculate the cost of a ticket based on the size of the baggage. The ticket price will definitely increase," Gusarov said.
The current order, of course, is not ideal, but it was developed as a compromise as a result of discussions, the expert says. Changes can have negative consequences.
Airlines operate aircraft of various sizes with different luggage racks. One airline can have both large and small planes, and when selling tickets, it is not known which particular aircraft will go on a flight. In some regions, small planes with 50 seats with very small shelves fly.
"The universal norm for the size of hand luggage will obviously be excessive for small planes. This means that people will be forced to carry something on their knees. And this is contrary to safety rules," says Gusarov.
If you set the standard for the size of hand luggage according to the minimum dimensions of the shelves, it will be possible to take luggage with you into the cabin no more thandbag. Passengers are unlikely to be happy with this.
There are also low-cost airlines on the market that use a different business model. The current rules allow-budget segment of air transportation to exist, the expert noted.
