The development of additional measures to provide housing for scientists and students is mentioned in the list of presidential instructions following a joint meeting of the State Council of the Russian Federation and the Council under the President of the Russian Federation for Science and Education.
Now the common problem of almost all universities and scientific organizations is the provision of students and employees with comfortable living conditions, including in the rental fund, at affordable prices, Yanushkevich notes. This issue was actively discussed at meetings of representatives of DOM.RF with heads of regions and representatives of universities from Moscow, Voronezh, Irkutsk, and Sakhalin. A pilot project of student rental housing was launched with the National Research University Higher School of Economics, a representative of DOM.RF reports. Temporary housing received 700 students. DOM.RF is also funding the construction of a modern hostel for the Skoltech Institute.
"In connection with the instruction of the president, DOM.RF, together with the Ministry of Education and Science, will formulate proposals that will help attract private investors to the construction of such housing, ensuring the interests of all parties, while universities will have to guarantee rent for residential premises," Yanushkevich said.
The government, together with the VEB.RF corporation and regional authorities, should also develop a definition of the concept of "campus", the conditions and procedure for their creation and operation. By 2030, the country should have at least 25 campuses.
In addition, it is planned to expand the number of recipients of social payments for the purchase of housing - they will include young scientific and teaching staff of scientific and educational organizations of higher education, regardless of their departmental affiliation. The possibility of granting them payments will depend on the effectiveness of their scientific activities. These measures were entrusted to be taken by July 20 this year.
DOM.RF and regional authorities should submit proposals for creating additional conditions for providing permanent and service (rental) housing for students and young scientists who "have demonstrated high efficiency of scientific activity." In addition, proposals for preferential mortgages for scientific-pedagogical workers of scientific and educational organizations of higher education should be formed, their age in this case is not specified.
Now there are already proposals from banks for an additional discount on the interest rate on mortgage programs for employees of scientific organizations in science cities, DOM.RF noted. At the same time, DOM.RF, together with the Ministry of Education and Science and the government of the Novosibirsk Region, is developing a concept for preferential mortgages for scientific workers ("Scientific Mortgage"). The program will allow you to purchase not only an apartment in a new building, but also a private house.
