Russia - Billions for Air

Russia (bbabo.net), - ROSIZOL experts find out why it is cold in houses and tell how to get insulation within the framework of the National Program

How much does street heating cost?

4% has been the average increase in heating prices in Russia for many years in a row. In some regions, for example, in Moscow, the growth is 6.5% or even reaches 6.9%.

In 2022, payment for heating is already at least a third of the receipt. And utilities have the right to disconnect for debts.

At the same time, more than 60% of this money most often literally flies into the air - heat escapes through cracks in the walls and heats the air in the streets.

This was found out by the experts of the association ROSIZOL, who launched a program of inspections of houses with a thermal imager called "Heat Index".

Are you warm? - Determines the Index

The Heat Index is a social project designed to find out how well apartment buildings retain heat and to give access to this data to as many Russians as possible. Indeed, in our country, since 2019, there has been a Program to improve the quality of life and comfort of the population by improving the energy efficiency of buildings.

This means that residents have the right to insulate their apartment building at the expense of funds accumulated in the accounts of the Overhaul Fund.

Everyone should have enough

In 2022, it is planned to repair 54,000 buildings, most of them high-rise. According to the rules for providing financial support, fixed in Decree of the Government of the Russian Federation No. 18 dated January 17, 2017, as amended on February 11, 2018 No. 108, residents of any house can ask to direct the allocated funds or even provide them specifically to improve the energy efficiency of the building. His warming.

The main criterion is that work on warming the house should lead to a reduction in heat loss by 10% or more.

Among the main ways to achieve such a result, the operator of the Program - the Fund for Assistance to the Reform of Housing and Utilities, calls

- insulation of the facade, which reduces heat loss by 25%

- thermal insulation of the roof - will save 15% of heat in the building

- and the basement - 30%.

The Housing and Public Utilities Reform Assistance Fund has already decided to transfer 174 billion rubles to the regions for energy-efficient repairs

The HOA of any residential building that is not emergency and is equipped with heat and electricity meters can apply for financial support under this program.

Where to start

In order to facilitate the process of dialogue with housing and communal services for Russians, the association of manufacturers of modern mineral insulation ROSIZOL decided to create a "Heat Index" - an indicator that reflects how much heat a building retains a particular occurring series.

The thermal imager shows the temperature using color.

When shooting outside - the warmer the wall, the more heat goes outside. On thermal images, such areas are colored, orange or yellow. And vice versa, if the wall stores heat well, it will be green or blue in the thermal imager lens. Therefore, engineers consider thermal imaging surveys to be the most reliable and indicative way to determine how well a house retains heat.

The coldest buildings

ROSIZOLA volunteers have already started surveying houses in 15 Russian cities located in different climatic zones. Studies have already taken place in St. Petersburg, Nizhny Novgorod, Kazan, Vologda, Cherepovets, Cheboksary and Petrozavodsk.

Cities where ROSIZOL conducts thermal imaging inspections of buildings to create a "Heat Index"

They covered 117 buildings of 56 series that are most common in these cities, from Khrushchev and Brezhnevka, for example, 1-335 or 111-75, to ships and multi-storey buildings of the 90s and zero era, such as LG-600 or 137 series. The number of houses checked by thermal imagers also included buildings that were sent by the residents themselves.

Volunteers handed over thermograms to ROSIZOLA engineers for analysis and it turned out, for example, that the coldest houses in St. Petersburg are the large-panel LG-504 series, which retains only 29% of heat, series 137 and ships, which retain 30.8% and 32% of heat, respectively .

Next in line are Moscow, Yekaterinburg, Chelyabinsk, Arkhangelsk, Ryazan, Samara, Cherepovets, Cheboksary, Ufa and Tyumen.

Thermal imaging surveys are carried out from the outside of the buildings; volunteers do not need access to the house.

A reason for dialogue

In order to start such a dialogue as many people as possible, we have teamed up with one of the largest online services in Russia for the sale and rental of real estate Cian.

It is on it, in the cards of the houses of the surveyed series, in the cities where the checks were carried out, that the "Heat Index" icon will appear. It will reflect how well the house retains heat.

The index will be calculated by ROSIZOL engineers based on a comparison of the thermograms of the buildings under study with the thermograms of reference houses - modern buildings built in accordance with the requirements for thermal insulation adopted in 2010 [ROSIZOL experts will prepare step-by-step instructions for interaction with housing and communal services for activists to help them get insulation at the expense of funds accumulated in the Capital Repair Fund.

Numbers and prospects

For example, residents of panel houses built in the 1960s in Vologda, who were insulated during testing of the National Program in 2018, note that it has become much warmer in their apartments , drafts disappeared. And the management companies of these buildings report that they managed to reduce heating costs by 18%.

Actually, technologies that increase the energy efficiency of buildings, such as the insulation of facades and roofs, the installation of individual heat substations with weather control units, have been leading the list of the most frequently used since 2019. According to AROKR (Association of Regional Operators of Overhaul of Apartment Buildings), the use of the latest technologies and materials in overhaul has increased by almost 20%.
