The joint venture did not find positive effects from the work of the Free Port of Vladivostok

“The free port of Vladivostok has not yet produced positive effects for the development of municipalities,” auditor Natalya Trunova said at the Board of the joint venture.

She noted that in 2013-2020 the level of development of most municipalities in the Far Eastern Federal District grew by an average of 18%, which is ahead of the national pace of development. Special tax regimes and ASEZ helped to attract investments to the macroregion and create new jobs. However, the effects of these regimes are unstable and non-uniform.

According to Trunova, more than half of the plans for the development of the Far Eastern PDAs have not been adjusted against the backdrop of a changing economic environment, and the established performance indicators have not been met.

“At the same time, the federal infrastructure costs of the first 14 created ASEZs increased in real terms by more than three times,” the auditor stated.

In the federal budget for 2021-2024, for the purpose of preferential financing for residents of the ASEZ and the Free Port of Vladivostok, expenditures in the amount of 19.5 billion rubles were approved, the Accounts Chamber clarifies.

Priority development territories have been created in Russia since 2014 on behalf of President Vladimir Putin. They give their residents tax, customs, and administrative privileges. Now there are more than 80 TOPs, almost a quarter of them are in the Far East.
