In Russia, they will change the receipt of unemployment benefits and give social guarantees to the self-employed

The Ministry of Labor and Social Protection of the Russian Federation has developed amendments for the new edition of the law "On Employment of the Population". It proposes to fight illegal employment, change the rules for paying unemployment benefits and establish labor standards for the self-employed. It is reported by RBC with reference to the ministry.

Officials want the new law to meet modern labor market conditions. The legislative novel will be submitted to the State Duma in the autumn session of this year.

The concept of the new bill was presented at a meeting of the working group under the State Duma Committee on Labour, Social Policy and Veterans Affairs.

The Ministry of Labor has so far outlined a range of problems where legislation needs to be changed.

The ministry wants to take up non-conventional (shadow) employment. It is proposed to define it, outline the consequences, and legislate the powers of authorities at various levels in the field of whitewashing the labor market.

The second problem is unemployment benefits. It is planned to make an individual job search plan the main element of interaction between employment services and citizens who have applied to them. If the Russian does not comply with the instructions of the service, he may lose benefits. The Ministry of Labor also announced the possibility of providing paid services by employment services.

Also, in the law "On Employment of the Population" they want to change the legal status of self-employed people who work for digital platforms (for example, Yandex) and under civil law contracts (GPC). For them, they want to introduce norms for the time of work and rest, payment for services, and also regulate the issues of access to social guarantees: pensions, benefits, and more.

Earlier it was reported that many regions reached the level of 2019 in terms of unemployment, the Ministry of Labor said. But the pandemic and lockdowns have led to profound structural changes, hiring experts say. There are more vacancies, and fewer people who want to work on the same conditions. Employers have to adapt to the requirements of employees - flexible hours, comfort in the workplace, wage indexation.
