According to the memo, in order to enter Russia, foreign tourists need to have a tourist visa, a medical document confirming a negative PCR test made no earlier than 48 hours before arrival, and a completed questionnaire from the Rospotrebnadzor website.

At the same time, a document with a QR code is not needed to enter Russia.

"However, in each region of Russia, additional rules may apply on the presentation of documents with a QR code, issued through a single portal of public services in Russia, when placing in hotels and / or visiting restaurants, mass events, cultural institutions," the memo says.

With symptoms of coronavirus, foreigners are advised to contact a medical organization to take a test and observe isolation until the results are received. All costs for the test and quarantine are borne by the tourist. With a positive test, tourists are required to observe a week of isolation. And if the state of health worsens, then seek medical help.

You can take a second test no earlier than 3 days after receiving a positive result of the first.

"In the event of a negative result, upon re-taking the test, the tourist may end the quarantine. He is not obliged to independently inform any state authorities about this (the information is sent by a medical institution)," the memo says.
