Russia - The cost of connecting to electricity could increase 136 times

Russia (bbabo.net), - Technological connection (TS) to the power grids of private houses will rise in price already this year. Consumers with power receivers up to 150 kW will gradually begin to compensate for the costs of network companies for connection to electricity. The law to this effect is published today.

The changes will take effect from July this year. From now on, half of the costs of companies can be included in the connection fee, and from January 2023 - all 100%. The Ministry of Energy clarified that the parameters of the cost of technical connection to power grids are now being discussed, specific values ​​will be determined in by-laws.

The changes will affect owners of private houses, as well as small and medium-sized businesses. So far, the payment for TS with a maximum power consumption of up to 15 kW (such power is required to supply power to a house up to 150 square meters) is set at 550 rubles, and for facilities with a capacity of up to 150 kW, the cost of TS does not include the costs of grid companies for the construction of power grid infrastructure . Partially, these costs are compensated to companies in electricity tariffs.

But part of the costs remains uncompensated, since 2009 they have totaled 54.7 billion rubles. And in the future, taking into account the limitation of the growth rate of electricity tariffs, they can be up to 10 billion rubles annually. At the same time, the costs of grid companies for connecting preferential categories for 2009-2019 amounted to 166 billion rubles.

The Ministry of Energy also noted that the existing payment scheme allowed consumers to request excess capacity in applications for connection to the power grid, since the cost of connection for them remained practically unchanged. This led to excessive network construction, as well as increased costs and the creation of an additional tariff burden for already connected consumers.

The question arises: how much will the fee increase and will it become unaffordable for some groups of the population? For example, now additional work on technical connection in Moscow and the Moscow region is not cheap. Leading the wire to the attached object with a distance of no more than 25 meters - 17.6 thousand rubles, installation of an input distribution device - 38.5 thousand rubles, and installation of a grounding device - 39.5 thousand rubles. The cost of services includes materials. Under the new law, consumers will also have to pay an economically justified price for the requested connection capacity and the creation, if necessary, of the infrastructure to bring electricity to the house.

So far, a very limited increase in the cost for household consumers is expected - 5 thousand rubles per kW, explains Sergey Rozhenko, Deputy Director of Practice for Work with Companies in the Energy and Utilities Sector of KPMG. Thus, the cost of connecting a new house (15 kW) will be 75 thousand rubles.

As Pavel Sigal, First Vice-President of OPORA Rossii, noted, most of the medium-sized farms and small businesses fall under the category "up to 150 kW" and, accordingly, under the law. But, according to Segal, it must be taken into account that the document does not yet reflect tariff gradations for individuals and legal entities - only the volume of electricity consumed.

Veterans, the disabled, low-income and families with many children may be eligible for network connection benefits, but there are none yet

The law provides that the government, as before, has the authority to introduce a special procedure for paying for applicants with devices up to 15 kW. As indicated by the Ministry of Energy, benefits can be established for veterans, the disabled, the poor and large families. It is also assumed that there will be benefits when connecting power receiving devices for small and medium-sized businesses. But the parameters of preferences are also not defined.

So far, too many uncertainties remain in the law, which must be resolved in by-laws. According to Rozhenko, there is a risk of abuse by the monopolist (networks). There will be a temptation to collect the same 75 thousand rubles simply for reissuing documents - "paper TP". For example, when the connection already technically exists and is simply re-registered in connection with the change of ownership, the division of plots, the accession of microgeneration or "cottage amnesty" - the de facto legitimization of existing legal relations.

Innovations will greatly affect ordinary citizens, says Natalia Vorontsova, director of the legal department of the KASKAD Family family of companies. In fact, at the expense of citizens, new lines will be laid and remain on the balance sheet of electric grid organizations, while the investment component is already included in the tariff of electric grid companies. Vorontsova fears that the absence of a choice of alternative options for connecting to electricity and a choice of tariff will lead to abuse and return us to the situation that was before 2009, when tariffs for the population were very high.
