Russia - Heads of the Ministry of Culture, the Ministry of Digital Development and the Ministry of Education and Science joined the RCIS Coordinating Council

Russia (bbabo.net), - Created by the decision of the President of the Russian Federation, the new all-Russian public-state organization "Russian Center for the circulation of rights to the results of creative activity" (RCIP) will provide businesses with unprecedented opportunities for the commercialization of intellectual rights.

Minister of Digital Development, Telecommunications and Mass Media Maksut Shadayev, Minister of Culture Olga Lyubimova and Minister of Science and Higher Education Valery Falkov entered the Coordinating Council RCIS. The President of the IPChain Association, Chairman of the RSPP Committee on Intellectual Property and Creative Industries Andrey Krichevsky was elected as the Chairman of the RCIP at the congress of founders.

The RCIS was established in 2021 by the Decree of the President of the Russian Federation "On the Creation of the All-Russian Public-State Organization "Russian Center for the Turnover of Rights to the Results of Creative Activities"". The founders were the Russian Ministry of Digital Development and the IPChain Association, which provided its blockchain infrastructure for the circulation of intellectual rights.

The organization was instructed to take on the functions of the operator of the IPChain network, which allows fixing intellectual rights, as well as creating and using the most effective services for their circulation. The Decree emphasizes that the rights to various types of objects, including the results of scientific and technical creativity, which is aimed at developing the national creative economy, will be able to be fixed and turned around through infrastructure.

RCIP Chairman Andrey Krichevsky recalled that in 2017 the IPChain infrastructure started as a private initiative of market participants passionate about the idea of ​​corporate blockchain as an intellectual property management tool. Among the functions of the RCIP is the preparation of proposals for improving the legislation governing the market for intellectual property rights in the digital environment. These proposals will concern, among other things, the implementation of public services and power in the digital environment. RCIP will have to standardize data transfer formats and ways of business interaction with government services and departments, establish uniform requirements for digital solutions that are used in the circulation of rights.

Today's IP practices in Russia, especially in the field of industrial property, are uncompetitive, and the RCIP should solve this problem, believes Elena Avakyan, Vice-President of the Federal Chamber of Advocates, Advisor to the Law Office "Egorov, Puginsky, Afanasiev and Partners" Elena Avakyan b. According to the lawyer, it is often impossible to find a patent in the system, even knowing the name of the patent holder. According to Elena Avakyan, in order to fulfill this task, the RCIP will have to prepare a whole pool of legal acts, and most importantly, to finance the construction of electronic systems that will give the Russian intellectual property sector the opportunity to develop in a market way and compete with foreign sites, companies, titles of protection .

Another area of ​​work of the RCIS is educational activities. The organization intends to popularize digital rights management tools, including in the field of technical creativity, where they are not yet widely used due to complex registration procedures and administrative regulations. The RCIP believes that the decentralization of patent examination, the reorganization of the relevant department with the development of digital technologies can also significantly bring together the business traditions of the industrial property market and the practice of circulation of copyright and related rights. Convenient market mechanisms are ready to replace bureaucratic procedures.

Finally, according to a presidential decree, the RCIP is obliged to promote the strengthening of international cooperation in the field of the exchange of data on intellectual property rights. The organization will promote the export and promotion of Russian technologies, services and data exchange standards in foreign markets.Director of the Center for Legal Protection of Intellectual Property Vladimir Entin recalled that public associations with the participation of the state are created in cases where support for a civil initiative is critical.
