Russia (bbabo.net), - The Ministry of Construction's platform for accounting for housing rent will not become a bulletin board, data on apartments and their owners will be checked automatically, and provisions on fines for those who evaded registration of the contract are still being discussed. This was reported in the ministry.

The Ministry of Construction is developing a bill on the creation of a state information system for recording lease agreements, as well as the system itself. The department told about how they see future innovations.

The platform of the Ministry of Construction will record the fact of the conclusion of a lease agreement. It will be possible to conclude an agreement both on the platform itself and without using it. At the same time, the platform will provide participants with options for lease agreements that have already been legally verified. This will make it possible to competently conclude a deal and protect themselves for people without legal education, without paying extra for assistance to lawyers or realtors. In addition, data analytics will allow you to define a market value framework that will be recommended to the parties for adoption. There is no question that participants will be required to follow this recommendation.

For tenants, the platform will act as a guarantor of the transaction and ensure legal interaction with the lessor. It will be possible to check both the object and the owner, to make mutual settlements transparent. This will become a guarantee of security in rental transactions, protection from fraud and fraudulent activities. The details of the parties to the contract will be checked "automatically": "The corresponding options will be provided by the functionality and interface of the system."

The advantage of the system for home owners will be the convenience of working in it, according to the Ministry of Construction. Data on the parties to the contract will be automatically checked, landlords will be able to conclude a verified contract, receive lease payments and declare income. At the same time, the issues of the procedure and conditions for connecting to the system are now the subject of discussion and revision.

The search function for housing on the platform will not be implemented, the Ministry of Construction stressed. Business platforms for finding housing will continue to work as before, but they will be integrated with GIS to record contracts and make payments. "Integration of aggregators with the platform will be implemented in the most simple form for users. From the technical point of view, the process of entering data into the system will be convenient and seamless - in" two clicks ", - the department says.

Rent is not only one of the most popular and affordable options for solving the housing issue, but also a segment where fraudulent schemes are widespread, the Ministry of Construction notes. Both parties can suffer in these schemes - both the tenant and the landlord. "Without transferring lease relations into a legal, legal plane, tenants and landlords often deprive themselves of the opportunity to protect their own interests, including from illegal actions on the other side of these relations," the message says.

Earlier it was reported that those who rent out housing without registering this transaction in the system will be imposed administrative fines. A number of provisions of the bill, including on fines, are now being discussed and finalized, the Ministry of Construction noted. After agreeing on the document with the authorities and "interested parties" (in the recent discussion of the project, in particular, representatives of Opora Rossii and Delovaya Rossiya, the Russian Guild of Realtors, as well as aggregator platforms - Avito, Cyan, "DomClick", "Yandex") it will be presented for public comment.

The platform should become a simple modern tool that allows you to remotely perform all the steps necessary for renting. Its task is to "whitewash" the rental market by introducing accounting for contracts and simplifying lease relations.

Now, according to the Ministry of Construction, the share of the "white" rental market does not exceed 5%, separately in Moscow - 10%. At the same time, the overwhelming majority of transactions on the European market are subject to accounting: in Germany - 100%, in Italy and Greece - 80%, in Portugal - 50%. It is supposed to narrow the gap with developed countries within 5-10 years and get the opposite of the current proportion - that is, bring the rental market into the "white" zone.

It is planned that by the spring session, after the settlement of all issues, the bill will be submitted to the State Duma. The shortest time frame will be set for the development of the system, the starting point will be the consideration of the project in the State Duma.
