Russia - How the sizes and rules of pension payments have changed since January 1, 2022

Russia (bbabo.net), - Insurance pensions will grow by 5.9% from January 1, 2022. The average insurance pension in the new year will exceed 17 thousand rubles, which is almost a thousand more than in 2021.

In 2023, insurance pensions will have to increase by 5.6%, in 2024 - by 5.5%. The average size of an insurance pension in 2023 will grow to 17.9 thousand rubles, in 2024 - to 18.7 thousand rubles.

The amount of the fixed payment to the insurance pension, taking into account indexation, will amount to 6401 rubles from January 1, 2022. This is the main, basic, part of the pension, guaranteed by the state. Further, the size of the pension is increased due to the accumulated length of service and pension coefficients. And when a person reaches the age of 80, the size of the fixed payment is automatically doubled.

From January 1, 2022, new rules for the payment of pensions come into force. One of the main innovations is the release of the pensioner from deductions from the pension in case of his bankruptcy. “Elderly people are increasingly taking loans, and then they are not able to pay them off. Now deductions from pensions can be made according to court sheets. After the adoption of the new rules, from January 1, 2022, the practice of these deductions will be immediately terminated if the pensioner is declared bankrupt. ", - explained the lawyer Olga Sulim.

Also, pensioners are given the opportunity to receive pensions earlier than the established date, but only if an emergency regime is in effect on their territory. Then the pensioner should apply to the Pension Fund of the Russian Federation, and he will be able to receive the pension ahead of schedule.

In addition, the list of unclassified actions in the registration and receipt of social payments is expanding. For example, employees of employment services will themselves be obliged to submit proposals for the appointment of early pensions. This is possible if a person is fired or his company is closed, and there are a couple of years left before retirement, but the person cannot find a new job in any way. Disability pensions, as well as social benefits, will be unconditionally assigned.

Also, a person who has reached the age of 80 and who is a recipient of a survivor's insurance pension will automatically be automatically selected a more advantageous pension option: survivor's or old-age insurance pension.

In addition, when leaving the countryside, pensioners will retain a "rural supplement" to the fixed payment.

From January 1, the FIU will inform men who have reached the age of 45 and women who have reached the age of 40 who do not receive any pension, once every three years, about the estimated amount of the insurance old-age pension. Such information will be carried out through the personal account of the insured person on the PFR website or by personal contact with the PFR authorities.

In 2022, women aged 56.5 years and men aged 61.5 years will be able to apply for an insurance pension. In 2021, the same age for retirement was maintained. Until 2028, there is a transitional period for establishing the retirement age. From 2028, women will retire at 60, men at 65. For the appointment of an insurance pension for old age, a person must have worked out the necessary length of service and have pension coefficients. And if they are not enough, then the appointment of a pension will be postponed until the citizen has accumulated the required amount of experience and coefficients. If, after five years after reaching the retirement age, this cannot be achieved, then the citizen will be assigned a social pension. In 2022, for all categories of citizens, the pension coefficient will slightly increase - from 21 to 23.4 points, as well as the number of years of service for assigning a pension - from 12 to 13.

The size of the minimum wage will grow

The value of the subsistence minimum in 2022 will amount to 12,654 rubles. At the same time, for the able-bodied population, the subsistence level will be 13,793 rubles, for pensioners - 10,882 rubles, for children - 12,274 rubles. Regional ones are calculated on the basis of the federal subsistence level. They are used to assess the needs of citizens in the provision of social support measures.

The minimum wage (minimum wage) will rise to 13,890 rubles. The minimum wage serves as a guideline for setting salaries. Today, according to the law, it is impossible to pay wages below the minimum wage. Small salaries, according to the Ministry of Labor, in Russia today receive about 3 million people.
