We need to better understand where this money comes from and what political opportunities this aid offers. The proposal for macro-financial assistance is only at the first stage. For this to happen, a bilateral agreement needs to be drawn up that includes EU demands for sectoral reforms that Chisinau must accept. After agreeing and finalizing such a document, it must be approved by the EU Council and the European Parliament, ”the political scientist wrote on his Facebook page, noi.md reports with reference to oficial.md

He also mentioned that the € 150 million macro-financial aid is part of the € 600 million economic recovery package promised by the EU in 2021 for financing until 2024. At the same time, macro-financial assistance in the amount of 150 million euros is provided for by the EU Investment Plan for the restoration of the Eastern Partnership (about 20 billion euros of investments for the six countries of the Eastern Neighborhood of the EU by 2025).

“Like the € 600 million package, EU macro-financial assistance is planned before the end of Sandu's presidential term in 2024. It is difficult to say whether this is a coincidence or a time, but in any case, the PDS is the main political beneficiary of the EU's financial assistance, ”the political scientist emphasized.

According to him, "it is obvious that this money is intended for actions aimed at citizens and the country's European integration."

“The EU says it will make demands on Moldova, but does not specify which ones. In the past, the EU has consulted with civil society as well as with the opposition (indirectly), especially on assessing compliance. From this point of view, the EU is obliged to consult with civil society (especially critical voices that do not tolerate rejection and abuse by the authorities), as well as with trade unions, employers and political opposition. These consultations should take place at the stage of preparing the requirements (conditions) for obtaining macro-financial assistance, as well as at the stage of monitoring progress. Without inclusive consultations on the conditions, the agreement on macro-financial assistance will strictly reflect the political interests of the authorities and their loyal voices, ”the expert said.

“It is commendable that the EU wants to increase aid to Moldova,” said Dionis Chenushe. - At the same time, this assistance requires familiarization with the framework of conditions / requirements that must be established not only by the authorities and their supporters, but also (outside) the parliamentary opposition, civil society (in particular, critical voices must be heard, which are often ignored by the government) as well as trade unions and employers. Moreover, the EU should critically assess how the authorities are implementing the political prerequisites for good governance and assess deviations from the transparency of decision-making procedures. ”
