The leaders are the Khanty-Mansiysk Autonomous Okrug and the Irkutsk Region, where the plan for 2019-2021 was overfulfilled by 212.1% and 240.3%, respectively (in the summer of 2019, the Irkutsk Region was listed as lagging behind). Resettlement is difficult in Tyva and the Jewish Autonomous Region, where only 16.2% and 50.8% of the plan have been completed. These regions have high risks of not completing the resettlement program on time, the fund noted. The Omsk (74.3%) and Tomsk (85.2%) regions also lag behind the plan, but the risks of not completing the program are low, the fund believes. Kabardino-Balkaria (only 55.3% have been resettled here so far) and Dagestan (80.7%) are also at risk, but the program as a whole will be completed on time here, experts are sure.

The implementation of the program in the Kostroma, Kursk, Tver, Astrakhan, Kirov regions, Krasnodar Territory, Kalmykia and Mordovia is assessed as "satisfactory". In these regions, the plan was fulfilled by 90-99%.

The Housing and Public Utilities Reform Assistance Fund, which deals with the resettlement of dilapidated housing, will soon be merged with the Fund for the Protection of Shareholders - a Fund for the Development of Territories is being created from them. The new fund will deal with the issues of integrated development of territories, will be able to act as a developer and technical customer, control the quality of construction, Deputy Prime Minister Marat Khusnullin explained on Instagram. Decisions to restore the rights of equity holders will be made with the same regularity, the pace will not slow down, the Deputy Prime Minister assured.
