The decision to open the educational institution was made in 1993 during a meeting between N. Nazarbayev and Egyptian President Hosni Mubarak. For an Islamic university, Kazakhstan provided six hectares of land in the picturesque foothill part of the then capital Alma-Ata. The university was launched in 2003 and was officially called the Egyptian University of Islamic Culture "Nur-Mubarak". The name reflected the names of the leaders of the two countries.

In 2011, after the violent suppression of protesters in Egypt, the Union of Muslims of Kazakhstan and the Muslim Committee for Human Rights in Central Asia made a call to exclude the name of Mubarak from the name of the university. With the accomplishment of Hosni Mubarak, his name officially dropped from the title. The huge letters on the front facade of the university building were dismantled, nevertheless, the religious leaders of Kazakhstan, many of whom received spiritual education at Nur-Mubarak, continue to call the alma mater in the old way.
