President of Kazakhstan Kassym-Jomart Tokayev arrived in Alma-Ata on Wednesday and spoke at a meeting of the operational headquarters of the city. The leader of the country spoke about the stay of peacekeepers from the CSTO countries in the country and the process of withdrawal of these forces. Tokayev praised the Allied mission as "very successful."

“An organized withdrawal of the CSTO peacekeeping contingent begins tomorrow. I had talks with the leaders of the respective states. Taking this opportunity, I would like to express my gratitude to the command of the contingent for the work done during these few days,” the President of Kazakhstan said.

According to him, the activities of the CSTO peacekeepers made it possible to stabilize the situation.

“The very presence of the CSTO peacekeeping contingent in Kazakhstan, including in Almaty, played a very important role in terms of stabilizing the situation in our country. Of course, this was of great psychological importance for repelling the aggression of terrorists and bandits. The mission is assessed as very successful,” Tokayev is convinced.

After the meeting of the operational headquarters, the press service of the head of the republic published a message that it was the decision of the President of Kazakhstan to send additional forces to the largest Kazakh city, including the CSTO contingent, that made it possible to recapture Alma-Ata from the terrorists.

“In general, the acute phase of the counter-terrorist operation has been passed, the situation in all regions is stable. In this regard, I declare that the main mission of the CSTO peacekeeping forces has been successfully completed,” Tokayev said, speaking to the deputies of parliament.

According to him, the coup attempt failed. Managed to defend Alma-Ata and other regional centers. The leader of the country promised that they would be "restored and become even more beautiful" as soon as possible.

The decision of the Kazakh President to withdraw the CSTO troops was welcomed in the US.

“We also welcome the announcement by President Tokayev that the collective peacekeeping force has completed its mission... We continue to call on all the collective peacekeeping forces of the Collective Security Treaty Organization to respect human rights and fulfill their obligation to promptly leave Kazakhstan, as requested by the government of Kazakhstan,” said State Department spokesman Ned Price.

Director of the EAEU Institute Vladimir Lepekhin, on the contrary, believes that the President of Kazakhstan asked the peacekeepers to leave the country too early.

“This is a purely Kazakh pragmatic consideration. Tokayev too quickly said "thank you" to the CSTO and asked them to leave, announced the timing of the withdrawal. In fact, in order to stabilize the situation, out of some decency (it was necessary -), so that the CSTO peacekeepers who came there would be there for at least a month or two. Then the situation would not be so tense. In turn, Stanislav Pritchin, a researcher at the Center for the Study of Central Asia and the Caucasus, told MK that Tokayev is in such a hurry to withdraw peacekeepers, since their appearance on the territory of the republic is “a big reputational burden on Tokayev and on the country’s authorities.”

“In Kazakhstan, especially in nationalist circles, there was a lot of criticism of this decision. Based on this, for Tokayev, the sooner the CSTO operation is completed, the calmer, the better for him and his image as a leader,” the expert explained.

“We have no right”

Press Secretary of the President of the Russian Federation Dmitry Peskov, commenting on the timing of the withdrawal of the CSTO troops, told the media that this issue does not concern Russia.

“Listen, this is entirely the prerogative of the country that turned to the CSTO with this request, this is their analysis, and we have no right to interfere in it,” Peskov stressed.

In early 2022, protests began in Kazakhstan due to higher gas prices. Despite the fact that the authorities made concessions, riots engulfed the entire republic. Protesters burned cars, administration buildings, attacked representatives of law enforcement agencies and looted. On January 5, Kazakh President Kassym-Jomart Tokayev called on the countries that are members of the CSTO to send peacekeepers. At the same time, he said that "international gangs" who had undergone serious training abroad were participating in the riots.In response, the heads of the CSTO member countries sent about 2,300 peacekeepers to Kazakhstan. “The units of the peacekeeping forces perform the tasks of protecting important military, state and socially significant facilities in the city of Alma-Ata and its surrounding areas. I express my gratitude to the Kazakh side for the prompt resolution of the issues of deployment and provision of military contingents with everything necessary,” Colonel-General Andrey Serdyukov, commander of the international forces, commented on the operation of the peacekeepers.

The CSTO leadership has repeatedly stressed that the peacekeepers are not going to replace law enforcement forces, participate in the suppression of illegal actions and the arrests of violators.
