Russia (bbabo.net) - Regional and local budgets should receive subsidies for training and advanced training programs for municipal employees, believes Andrey Turchak, First Deputy Chairman of the Federation Council.

"It is especially important to establish funding for training in programs related to digital transformation," Turchak said on January 17 at a meeting of the Council for Local Self-Government under the Federation Council.

The Vice Speaker recalled that experts are discussing the idea of ​​creating a centralized information system for access to training programs. "This will make the learning process more focused, depending on the competencies and position of the specialist," he believes.

Many universities have educational programs on state and municipal management, so it is necessary to develop the practice of targeted education with subsequent municipal service, so that the graduate has worked "on the ground" for at least two or three years. After that, it is possible to advance to the regional, federal levels, Andrey Turchak added.

In his opinion, it is worth thinking about how to improve approaches to the formation of a personnel reserve, to consolidate uniform approaches to the requirements and criteria for selecting candidates.

The first deputy chairman of the Federation Council proposed to introduce class ranks for all municipal employees. Now they are assigned to regional civil servants, and at the level of municipalities, each region decides this issue for itself. It is necessary to limit the possibility for citizens with an unexpunged and outstanding criminal record to hold the positions of municipal employees, by analogy with the heads of municipal unitary enterprises, the senator is convinced.

Another measure could be a competitive salary level for municipal employees. "If there is no decent salary, then no laws will work effectively in this area," he concluded.
