Is it possible to drive on all-season tires in Belarus in winter?

According to the Rules of the Road of the Republic of Belarus (clause 207-1), in Belarus from December 1 to March 1, cars up to 3.5 tons inclusive (technically permissible total weight), passenger cars and utility vehicles over 3.5 tons, and also buses up to 5 tons must be equipped with winter tires. They are installed on all wheels of the vehicle and must comply with the requirements of part two of paragraph 25 of Appendix 4 to these Rules.

Winter tires for motor vehicles intended for use on icy or snowy road surfaces must be marked with a sign in the form of a mountain peak with three peaks and with a snowflake inside it or with the signs "M+S", "M&S", "MS", "MS or "All seasons". In this case, the residual height of the tread pattern must be at least 4 mm. All-weather tires can only be used in winter if they have the corresponding markings mentioned above. Otherwise, riding on all-season tires during the winter months is not allowed.

For violation of the rules, administrative liability is provided in the form of a fine of up to 1 base unit. From January 1, 2022, the base amount is set at 32 rubles, which is about one thousand Russian rubles. Repeated violation within a year entails liability from 2 to 5 basic units.

Does a Belarusian need to pay tax on deposits in Russia in 2022?

Since the beginning of 2021, a new procedure for taxing income on deposits and accounts of individuals has been in force in Russia (Law No. 102-FZ "On Amendments to Parts One and Two of the Tax Code of the Russian Federation ..."). Therefore, this year, for the first time, citizens will have to pay a similar tax for income received in 2021.

As the Federal Tax Service of Russia explains, personal income tax will be subject to the total interest income on deposits (account balances) in Russian banks paid to an individual for the year, minus non-taxable interest income. It is calculated as the product of 1 million rubles and the key rate of the Bank of Russia, set on January 1 of the given year. At the beginning of 2021, the Central Bank rate was 4.25%. Accordingly, from a million it turns out 42,500 rubles - this is the minimum not subject to tax. For example, since the beginning of 2021, an individual has opened a ruble deposit in the amount of 1.5 million rubles, the deposit rate is 5% per annum, interest is paid at the end of the deposit term. There are no other contributions. Thus, the interest income will be 68,750 rubles. Further, from 68,750 rubles we subtract 42,500 rubles and get 26,250 rubles, it is from them that a 13% tax must be paid, which as a result will be 3412.50 rubles. Taxation covers not only the income received on all your deposits in all banks, but also interest on current accounts and bank cards, if the rate on them was above 1% per annum. Tax must be paid by December 1, 2022. The tax authority will calculate the amount of tax on the basis of information from banks.

Can the Belarusian school museum become a partner of the Victory Museum in Moscow?

Since September 2019, the Victory Museum, together with the Department of Education and Science of the city of Moscow, the Russian Military Historical Society, has been implementing a long-term program for the development of school museums "School Museum of Victory". The best school museums now have the opportunity to present their expositions to residents of Moscow, Russia and foreign guests in a specially created unique space of the Victory Museum.

As the press service of the museum told us, museums of Belarusian educational organizations can also join the large-scale long-term program "School Museum of Victory". To become a partner of the Victory Museum, you must submit an application on the website by February 15, 2022. After the documents are approved, the institution will receive the status of a partner of the Victory Museum and the opportunity to be represented in the ranking of the best school museums in the country. Consideration of applications will take place at a meeting of the expert commission on February 21-22. To date, 1142 museums of educational institutions in Russia are already included in the program. There are already two partners of the Moscow Museum of Victory in Belarus.
