As Governor Andrey Travnikov noted at the operational meeting, the region has seen a migration influx of population for several years in a row, even in the difficult years of 2020-2021, the trend has not changed. According to Novosibirskstat, in January-October last year, the migration increase amounted to more than 9.6 thousand people, while in neighboring regions there is a significant population decline.
Nevertheless, in 2020, the labor market suffered significant losses, and now in many areas there is a shortage of qualified personnel and workers. The Zarplaty.ru research center notes several factors. These are the outflow of migrants in the first waves of the spread of coronavirus in 2020, closed borders, lockdowns and the introduction of QR codes, as well as echoes of the demographic hole of the 1990s.
"The reasons are not only the shortage of migrants due to quarantine restrictions, but also the migration of personnel in the labor market between industries such as catering, delivery, construction, retail," Zarplata.ru emphasizes.
For example, last year, restaurants, retail trade and the service sector faced a significant shortage of personnel. For the nine months of 2021, the growth in the number of vacancies at Zarplata.ru in these areas compared to the same period in 2020 amounted to 73 percent. At the same time, the number of applicants decreased by 2.5 times.
According to experts, the restaurant business has felt this problem most acutely. During the lockdown period, hiring was stopped, some companies reduced their staff, and since the end of summer 2020, the demand for industry employees began to grow. During this time, the staff has partially moved to retail, delivery and other industries. The demand for cooks, bakers, restaurant couriers and bartenders has especially grown.
Personnel shortage has led to increased competition for staff. The average salary in the restaurant business in 2021 increased by 23 percent compared to 2020. For cooks, it increased to one and a half times. According to "Zarplata.ru", on average, cooks and bakers receive from 32-34 thousand rubles a month, pancake bakers - from 28 thousand.
Another sector that has sunk due to the outflow of migrants is the construction industry. According to the Avito Rabota resource, the largest increase in the number of vacancies in the second half of last year in Novosibirsk was noted in construction - by 84 percent. Deputy Prime Minister of the Russian Federation Marat Khusnullin said that by 2024 it is necessary to attract about five million labor migrants to the industry.
Over 30 percent of construction executives surveyed by SuperJob support the initiative. However, the same survey shows that residents of the regions do not approve of the work of migrants and believe that better working conditions and higher wages could attract compatriots to construction sites. According to the service, the average monthly salary in the industry is forty thousand rubles.
- Construction, where the number of vacancies is always greater than the number of candidates, is one of the three most highly paid areas. This is due to an increase in housing construction and the extension of preferential mortgages, as well as the suspended position of many labor migrants, which creates a shortage of the corresponding labor force, says Artem Kumpel, managing director of Avito Rabota.
In the agro-industrial complex, times are also not the best. Last year, during the sowing and harvesting campaigns, the need for workers in the agro-industrial complex of the region grew by 200 percent (on average in Russia - by 115 percent), and the number of vacancies tripled. Agronomists, machine operators, tractor drivers, workers in greenhouses, gardeners, vegetable growers, agricultural engineers are required. Also traditionally in the top of demand are specialists in the field of production, processing of raw materials and agriculture.
The heading "Working personnel" became the leader in terms of the volume of job offers placed on Zarplata.ru. It accounted for more than twelve percent of all service vacancies. The most popular vacancy in 2021 in the Novosibirsk region is a loader-handyman. Drivers, couriers, locksmiths were among the top three highest paid job vacancies last year. Among the new and unusual offers in the labor market are a garbage courier, an online travel agent, an architect of real and augmented reality.
The average salary in the region by mid-December 2021 was 43,892 rubles. Its growth compared to the same period in 2020 is 9.7 percent. The average salary expectation of applicants for posted resumes is 39,651 rubles.
Specialists of the research center "Zarplaty.ru" note that in order to attract employees of the company, they first of all raise salaries and expand the social package. Many began to develop an HR brand, help employees with retraining, invite job seekers from neighboring regions or offer shift work.It is also important that starting from 2018 for the region, the volume of admission control digits (CAP) in universities and secondary vocational institutions has been increasing. According to the press service of the regional government, 1,041 budget places have been added in three years. A significant increase will occur in the 2022-2023 academic year: according to the results of an open competition of the Ministry of Education and Science of the Russian Federation, 15,803 state-funded places were provided to Novosibirsk universities (in the 2021-2022 academic year there were 14,847).
In total, more than 150 thousand people study at the universities of Novosibirsk. Last year, 3.1 million rubles were allocated from the city budget to encourage the best university students of professional educational organizations.

According to the Russian Ministry of Education and Science, it is these specialties and areas of training that are most in demand in the region by employers and applicants.
