Russia (bbabo.net), - Thursday, in three districts of the Kuban - Slavyansky, Seversky and Krasnoarmeysky - an emergency regime was introduced due to flooding. Unprecedented snowfalls were replaced by floods: according to the operational services of the region, the melted snow flooded 18 villages and settlements. In the Kuban, 300 houses were under water. And it's only four degrees outside. And according to forecasts, snow and rain will fall on the region today, and frosts are expected at night.
Residents of the Kuban do not remember such large snowdrifts for a long time. At the end of January, in a matter of days, the streets were covered with a deep veil, in which they were bogged down to the waist. In Krasnodar, the height of snowdrifts has reached a record 44 centimeters! But when, at above zero temperatures, all this began to melt, entire areas began to float. Correspondents went to the Slavyansky district, where it turned out to be the most difficult for people, and saw what was happening in the epicenter of the fight against the elements.
...In the large village of Anastasievskaya (more than 10 thousand people live here), Pionerskaya Street is flooded to the ankle, and in some places to the knee. There is so much water that lakes have formed in the lowland courtyards. People move exclusively in rubber boots and are seriously alarmed. They say the problems started ten days ago when sleet fell and the local authorities did not immediately react to the trouble. The pumping machines for pumping water started working only three days ago.
- Water entered the rooms. The floor is swollen, the wallpaper is damp, it's a shame that just recently I made repairs, - complains a local resident Elena Stepanova, pointing to her house with plastered walls. - Pumping machines are sorely lacking, and the snow continues to melt. We have repeatedly called the district administration, the main department of the Ministry of Emergency Situations in Krasnodar, but all applications are ignored. Now the son has taken a pump from a neighbor, and so, periodically exchanging installations, we help each other.
- How and where do you spend the night?
- We will spend the night in damp walls, - her neighbor in misfortune enters into the conversation. - Due to flooding, the entire village was disconnected from gas - so that in the event of a pipe burst, water and gas would not mix. And so for the third day without heating, in the cold. Don't even cook food.
Ribbons of fire hoses wind along the roads, from which pumped water escapes with noise into the rain channels. They are filled to the brim. Uncleaned, littered ditches, which were supposed to serve as a drain for melt water, partly became the cause of an unprecedented flood. In the village, the stadium and low-lying quarters are flooded, collective farms are completely cut off, where families with children also live. It is especially difficult for the elderly, who sometimes have to stay at home, waiting for help only from relatives or neighbors. Passing through the flooded streets of the village, we met only a couple of cars of local emergency services and one pumping station of the Ministry of Emergency Situations. It seems that it will not be possible to restore order at such a pace soon.
Local residents say that since the beginning of this year they began to apply to the administration with a demand to clear the sewers and prepare for possible floods, which often occur in the spring. But, according to them, nothing was done. Now people are paying for the unacceptable carelessness of various services and organizations with their flooded homes.
The flood also affected the outlying Yuzhny microdistrict in Slavyansk-on-Kuban. Its residents have been unsuccessfully trying to draw attention to themselves for the fourth day already, leaving appeals on the personal Instagram account of the head of the district, Roman Sinyagovsky. In total, according to the Ministry of Emergency Situations, 735 courtyard territories were flooded in Slavyansk-on-Kuban, the villages of Anastasievskaya, Petrovskaya and Chernoerkovskaya, the villages of Sovkhozny and Tselinny, the farms of Neshchadimovsky, Baranikovsky and Prikubansky.
- Today, the main task is to help people return to their former lives as soon as possible. No affected family should be left alone with the disaster. It is important to keep under control the work to eliminate the consequences of bad weather, quickly pump out water, take out garbage from flooded streets, - commented the governor of the region Veniamin Kondratyev.
In the Seversky district, more than a hundred households in five villages and settlements were affected. Due to the high water level in the houses, 26 people were evacuated to temporary accommodation centers, 14 of them were children.
“The streets continue to pump out water,” the press service of the Main Directorate of the Ministry of Emergency Situations of Russia for the Krasnodar Territory said. - Melt water and heavy rains have caused water overflows across the roads. As a result, the inhabitants of the village of Stavropolskaya remained cut off from road traffic.
Walking through the flooded streets of the village, the correspondents met only a couple of cars of local emergency services and one pumping station of the Ministry of Emergency SituationsThe most difficult situation developed here the day before near the village of Afipsky, where the flooding of the federal highway Krasnodar - Verkhnebakansky led to huge traffic jams and traffic congestion. Traffic police crews were on duty at this section, and in the evening the road workers even removed fragments of the fence so as not to interfere with the flows to overflow to the other side of the highway. At one point, a traffic jam formed between the villages of Predgorny and Afipsky, stretching for almost 3.5 kilometers.
In the Krasnoarmeisky district, two temporary accommodation centers were deployed at once in the village of Poltavskaya and the Trudobelikovsky farm. "Floated" are more than 60 adjacent plots.
According to weather forecasts, heavy rains with snow are expected throughout the Krasnodar Territory over the weekend, and then frosts will hit again in many areas. And the affected people will have to spend the night in damp houses ...
Back to news | And all because it snowed more than usual this year. For example, in the capital region, the height of snowdrifts is now almost half a meter.
- This is about 40% more than normal. So spring will come as usual or even a little later, - Roman Vilfand, scientific director of the Hydrometeorological Center of Russia, said at a press conference.
Usually, spring comes into full force in Moscow and the Moscow region in the first decade of April. Then the snow completely melts not only in the city, but also in the forests. However, the first breath of spring can be felt at the beginning of next week. A warm cyclone will approach the capital region, which will bring a thaw. Daytime temperatures can rise to plus 4 degrees. The thaw could last until the middle of next week.
True, on the weekend you still have to freeze. “At the end of the week, the temperature will drop by 8 degrees, on Saturday night it will be minus 15 degrees, and in the region up to minus 17 degrees, daytime temperatures on Saturday and Sunday will range from 7 to 9 degrees below zero,” Vilfand said.
In general, February will be quite mild. In 60% of the country, the temperature will be above normal. Cold February is predicted only in Chukotka, the meteorologist specified.
The warmest month can be in the Volga region, Western Siberia, the Krasnoyarsk Territory, in the center of Yakutia and in the Urals. More than usual, precipitation may fall in the Tver and Bryansk regions. Also, an excess of precipitation is possible in the south of Western Siberia, in the Omsk, Tomsk, Novosibirsk, Kemerovo regions, in the south of the Far East, in the south of the Khabarovsk Territory, in the Amur Region, Primorsky Territory. Little precipitation will fall in Yakutia and the northern half of the Khabarovsk Territory.
The head of the laboratory of the Hydrometeorological Center of Russia, Lyudmila Parshina, specified to Rossiyskaya Gazeta that in Moscow the predominant night temperature in February is minus 5-10 degrees, in the daytime from zero to minus 5 degrees. But this February could be warmer. Periods of cooling are not excluded, when at night the thermometers will drop to minus 20 degrees.
Approximately the same temperature is expected in the northwest - in the Novgorod, Pskov and Leningrad regions. In February, there is usually little precipitation, but this year it is predicted that there will be more of them in the middle lane, which also indicates frequent thaws.
