Russia (bbabo.net), - Ukraine evades fulfilling its obligations under the Minsk agreements, in particular, it declares its unwillingness to fulfill the clause of the document on granting Luhansk and Donetsk a special status, said Dmitry Kozak, deputy head of the presidential administration of the Russian Federation.

According to him, Kiev refuses to conduct a direct dialogue with Donetsk and Luhansk. However, the participants in the Normandy format (Russia, Germany and France) cannot dictate to Ukrainian legislators and the executive branch what amendments to adopt.

This can only be the result of an agreement between Ukrainian citizens who live on both sides of the demarcation line. "The Minsk agreements come from this logic," TASS quoted Kazak as saying.
