Two days to reply. Kiev put forward an ultimatum to Moscow

Kiev sent Moscow a request for clarification within 48 hours about "military activities" at the border. Ukrainian Foreign Minister Dmitry Kuleba explained that the country has applied the danger reduction mechanism in accordance with the Vienna Document. If Russia refuses to answer or provides insufficient data, Ukraine will initiate a meeting of OSCE participating states. The Ministry of Foreign Affairs of Ukraine sent a request to Russia demanding detailed explanations regarding military activities near the borders of Ukraine and in Crimea. “We have officially applied the danger reduction mechanism, in accordance with Section III of the Vienna Document, and have requested the Russian Federation to provide detailed clarifications on military activities in areas adjacent to the territory of Ukraine and in the temporarily occupied Crimea,” Kuleba said.

He pointed out that Moscow should provide the exact areas for conducting military activities, indicate the dates of its completion, as well as the name, subordination, number of military formations, types of military equipment and weapons involved in the actions.

According to the Ukrainian Foreign Minister, Russia has 48 hours to provide the required information.

Kuleba promised that if Russia does not respond or provide insufficient information within two days, Kiev will turn to the participating states of the OSCE Vienna Document on Confidence and Security Building Measures to convene an emergency meeting.

“We will continue to use all diplomatic opportunities to ensure the security of Ukraine,” the head of the Ukrainian diplomatic department stressed.

Grounds for the ultimatum

Kuleba refers to the Vienna Document on Confidence and Security Building Measures adopted by the OSCE in November 2011. It provides, in particular, inspections of OSCE member countries of certain areas, formations and military units to control military activities.

According to the document, the participating States must consult and cooperate with each other regarding “any unusual and unplanned activity of their military forces outside their usual locations”, which is militarily significant, and in respect of which the participating State expresses concern related to his safety.

The party to which the request is addressed must respond within 48 hours and provide any relevant information to explain the relevant activities and resolve the concern.

Otherwise, the States parties to the Vienna Document may convene an emergency meeting.

The document notes that military activities are subject to notification if they involve at least 9 thousand people, including supporting troops, 250 battle tanks or 500 armored combat vehicles or 250 self-propelled and towed artillery pieces, mortars and multiple launch rocket systems (caliber 100 mm and above).

How Moscow reacted

Later, a source in the Russian Foreign Ministry confirmed to RIA Novosti that Moscow had received a request from Kiev through the OSCE channels for clarification on military activities.

“I believe that Mr. Kuleba, after what he said about our president, is generally not shaking hands with Russian authorities. For me, Kuleba is a politician of the past, because I don’t see him in the future in Ukraine, because after what he has done over these months, to be honest, I don’t think that any self-respecting people will sit down at the table with him negotiations,” concluded the member of the Federation Council.

Earlier, Permanent Representative of Ukraine to the UN Serhiy Kyslitsa appealed to the Secretary General of the organization and all its member countries with a call to condemn Russia's actions to blockade the navigable sections of the Black and Azov Seas due to military exercises. He declared the inadmissibility of such "aggressive actions of the Russian Federation, which are part of its hybrid war against Ukraine."In turn, Ukrainian President Volodymyr Zelensky called the accumulation of Russian troops near the borders psychological pressure.
