According to him, this is partly due to the decline in anti-epidemic measures in a number of countries. Medvedev noted that several million foreign citizens come to Russia every year. According to the Ministry of Internal Affairs, today in the country "the number of the largest diasporas ranges from 1 to 5 million people", and these are mainly people from Central Asian countries, the groups are "very heterogeneous, with their own specifics, often in conflicts," the deputy chairman said. He drew attention to the fact that in places where migrants live compactly, there is a risk of the formation of ethnic enclaves - "a kind of small states within a state that live by their own laws and concepts" and ignore Russian laws. Without proper control, they become "a breeding ground for extremist and terrorist sentiments and centers of crime," Medvedev stressed.

In this regard, the politician urged to strengthen control over the situation in such residential areas and settlements and continue to carry out preventive work.

On February 10, Medvedev was appointed head of a new interdepartmental commission of the Security Council on migration policy, which will analyze the migration situation in the country, identify internal and external threats to national security, prepare proposals and recommendations to the Security Council in the field of migration, and participate in the development and implementation of strategic planning.
