Due to the lack of practical training and the crisis with funding, a generation of "paper army" appeared in the Armed Forces of Ukraine. This was stated in an interview with Novoye Vremya by General, former First Deputy Commander of the Special Operations Forces of the Armed Forces of Ukraine Sergey Krivonos.

“When in the mid-1990s the financing of the armed forces in the same volume as it was in previous years began to decrease, the number of equipment, people who went to practical training at the training grounds was also reduced; to show their importance, they began to evaluate people by the number of papers, necessary or not needed, ”he said.

According to Krivonos, they began to assess the combat effectiveness of the army on paper, the assessment of units was carried out in order in the sleeping quarters, as well as by counting folders, notebooks and other documents.

Later, according to the Ukrainian general, a generation of "Power Point Rangers" grew up, who grew up doing presentations and slides.

Earlier, Krivonos said that the Ukrainian authorities constantly deceive military personnel when paying money, despite promises.
