President of the Russian Federation Vladimir Putin signed a decree on the creation of an Interdepartmental Commission of the Security Council on improving migration policy, it will be headed by Deputy Chairman of the Security Council Dmitry Medvedev. The structure of the new department, among other things, will include ministers, the director of the FSB and the chairman of the RF IC.

Who will join the new commission

“To form an Interdepartmental Commission of the Security Council on Improving State Migration Policy,” reads the text of the decree published on the official Internet portal of legal information.

According to the decree, the composition of the commission and its provisions must be approved within a month. Moreover, the decree comes into force from the date of its signing.

According to the document, the commission is designed to ensure the national security of the Russian Federation in the migration sphere and "regulate migration processes in the interests of the country's socio-economic development." It will also have to coordinate the actions of the authorities in the implementation of the state migration policy.

Among the functions of the commission are the analysis of the migration situation in the country, the identification of internal and external threats to national security in this area, the preparation of advice and proposals to the Security Council in the field of curbing illegal migration and policy in this area.

The commission will also have to conduct research in the migration sphere, develop international cooperation in this area, counteract the policies of other states that pose a threat to the national interests of the Russian Federation.

In addition, members of the Commission will develop draft laws, financial, technical or other measures to implement the state migration policy. The Commission will be able to create temporary working groups, involve scientists and specialists in its analytical and expert activities.

According to the text of the decree, the regulation on the commission, its composition will be approved personally by the president of the Russian Federation on the proposal of the deputy chairman of the country's Security Council. The new structure will include the positions of a chairman, several of his deputies and a secretary.

Dmitry Medvedev, deputy chairman of the Security Council, has been appointed chairman of the commission. In addition, among the members of the new department there will be such top officials of the country as the deputy chairman of the government, assistant to the president, prosecutor general, first deputy chairman of the Federation Council, deputy chairman of the State Duma, ministers, president of the Russian Academy of Sciences, director of the FSB, chairman of the Investigative Committee, head of the Ministry of Internal Affairs, head of Rospotrebnadzor and others.

Members of the commission will meet at least once a quarter. Decisions at these meetings will be made by majority vote.

Medvedev and migrants

In December 2021, Medvedev called for changes to the current migration legislation. In mid-January 2022, he stated that there are a number of questions about the quality of migration registration in the country and state control in Russia. At the end of January, Medvedev gave an interview to RIA Novosti, in which he said that the rules for migrants should be "reasonably tough."

“No country can do without an influx of migrants, but this must be a civilized process, and there are problems with this. There is illegal migration, there are violations of the law by migrants. We have, if I am not mistaken, quite a lot of them, despite all these pandemic processes, about seven million, I emphasize, officially working in our country,” said the Deputy Chairman of the Security Council.

According to him, this process should be regulated and controlled, "and everyone who comes to work must comply with Russian rules."

On the one hand, these rules should be favorable for the arrival of such people, and on the other hand, “reasonably tough, so that migrants still comply with our legislation in full.”

“I'm not talking about criminal (legislation -), because this topic is always a very serious discussion in society, about crimes committed by migrants. And not only in our country, because they are always in sight for obvious reasons. But the legislation will change, and a number of laws have already been introduced by the president. Some laws are in preparation. The rules regarding expulsion are also changing. Since January 1 of this year, these rules have changed, and now it is easier to do this, ”Medvedev concluded.

He added that work is needed to adapt the coming people: they must know the Russian language, understand the multinational culture of the Russian Federation. In his opinion, only in this case they will be perceived by the citizens of Russia.

“After all, how does the population perceive migrants in any country? They are taking our jobs. But at the same time, it is silent that the inhabitants of the country do not want to go to some types of work. For various reasons: little money is paid, the work is very hard, not prestigious, and so on. Therefore, work on the adaptation of labor migrants should be carried out,” Medvedev said.He noted that laws and government measures "should be soft, but somewhere they should be more decisive." Thus, in the event of an illegal presence on the territory of the Russian Federation, “sufficiently tough decisions must be made to expel such people.”

“Everyone must understand that the presence on the territory of Russia must be legal, official, that the employer is responsible for the activities of the migrant, because he invited him, and that if some rules are not followed, such a person will be expelled from the country - it is quite likely, without right of return. In this sense, these decisions should be tough enough,” concluded the Deputy Chairman of the Security Council.
