Russia - A new landfill will appear in Yakutsk

Russia (bbabo.net), - Glavgosexpertiza issued a positive opinion on the design documentation for a new MSW landfill in Yakutsk. The construction of the facility vital for the city will begin this year.

The only landfill appeared nine kilometers from Yakutsk half a century ago. No protective measures were provided, because the landfill was created according to a temporary scheme, for 10-15 years. And already in the mid-1990s, he began to cause inconvenience to the Yakut people - then the garbage was burned, and the wind carried smoke throughout the city. In the 21st century, waste is compacted and covered with sand, but spontaneous combustion still occurs today. So, in March 2021, the largest fire in recent years on an area of ​​three thousand square meters was extinguished for a week.

Now more than ten million tons of waste have been stored on 40 hectares - during the operation of the "temporary" dump in Yakutsk, 11 mayors have changed, and the population has tripled. The capital of the republic produces 140 thousand tons of garbage per year.

Local authorities intend to solve the problem with the help of a new landfill 27 kilometers from the city, as well as a waste transfer station.

- This landfill with a capacity of 132 thousand tons of MSW per year will be the first waste disposal facility built on permafrost, it has no analogues in Russia. According to the design and estimate documentation, its cost will be 3.3 billion rubles. Financing will be made at the expense of credit funds with subsequent reimbursement from the budget of the republic, - said Vyacheslav Yemelyanov, Minister of Housing and Public Utilities and Energy of Yakutia.

According to the project, the landfill will consist of five maps - areas where garbage is stored. As they fill up, they are subject to reclamation. The first map is planned to be created at the beginning of 2023, four more - before 2028.

Simultaneously with the introduction of the first card, a waste transfer station with sorting elements with a capacity of up to 150,000 tons of MSW per year will start operating. A land plot has already been allocated for it on the Vilyuisky tract, 500 meters west of GRES-2.

Waste sorting at the station will be combined: manual and automated. This will allow you to extract the maximum amount of recyclable materials: metal, wood, plastic, cardboard. According to calculations, they will be around 36 percent. In addition, the station will produce alternative fuel for its own needs, which will use one fifth of the incoming garbage. It will be possible to significantly reduce the volume of waste disposal to the landfill and the number of trips of special vehicles.

Prior to the commissioning of a new landfill, garbage will be taken to an old landfill, which will then be reclaimed. The necessary design and estimate documentation has already been developed, and a positive conclusion from the environmental review has been received.

The costs for the construction of a new landfill - the so-called investment component - were included in the "garbage" tariff of the Yakutskekoseti regenerative operator at the beginning of 2019. True, at that time the enterprise only collected money - a little more than 40 rubles a month from each resident of Yakutsk, but no one built anything. Therefore, seven months later, the payment was excluded from the tariff, and people were recalculated.

When the project starts, the investment fee will return to the tariff.
